Dept Marketing Statement
Under the general supervision of the HSI Grants' Financial Analyst and in coordination with the HSI Grants Project Director, the Financial Analyst has responsibility for contract and grant administration, financial analysis and reporting, including overseeing purchasing, categorizing all expenditures, reconciling budgets against purchases, and realigning budgets as needed. Duties will include using professional financial services concepts; applying organization policies and procedures to resolve a variety of moderately complicated issues; and working on financial services problems of moderate scope where analysis of situations or data requires a review of a variety of factors. Uses professional concepts. Applies organizational policies and procedures to resolve various issues. Works on problems of limited to moderate scope where analysis of situations or data requires a review of multiple factors. Exercises judgment within defined procedures and practices to determine appropriate action. Contacts are primarily internal to the department, but may also be external. Working closely with the HSI Grants Financial Analyst and the HSI Grant Project Director for the grants, this position will have financial management and fiscal responsibility.

The Student Achievement and Equity Innovation (SAEI) portfolio of departments is a branch of the Division of Student Affairs and Success focused on academic support services, advising/counseling, student life/co-curricular programming, student identity development and retention/student success initiatives. The Student Achievement and Equity Innovation area includes a wide array of multi-disciplinary academic and non-academic units including: Disability Resource Center (DRC), Educational Opportunity Programs (EOP), Learning Support Services, Services for Transfer and Re-entry Students (STARS), Smith Renaissance Society, Student Veteran Programs, African American Resource and Cultural Center (AARCC), American Indian Resource Center (AIRC), Asian American/Pacific Islander Resource Center (AA/PIRC), Chicano/Latino Resource Center (El Centro), Women's Center (WC), the Lionel Cantu Queer Center (LGBTQ+), Undocumented Student Services (USS), SAEI Business Team and the UCSC Hispanic Serving Institution Initiatives (HSI) grants (SEMILLA, GANAS Graduate Pathways (PPOHA) Grant and GANAS Career Pathways)and campus committees/programs.

SAEI is comprised of over 125 state, federal, student service fees and gift fund sources and an annual operating budget of over $7.84 million dollars and $1.95 million in gifts, endowments, other revenue and annual one-time funds. SAEI provides services to the campus community with over 17,000 undergraduate and graduate students and has over 77 career employees and 865 student staff employees operating in 8 facilities/locations.

Job Duties
30%: Administration and Financial Analysis & Reporting

Applies professional concepts to perform basic financial or resource analysis to understand past performance and determine present and future performance and / or resource allocations.
Conducts or assists with researching, developing and implementing new and changing business processes.
Prepares and reviews financial reports, analyzes transactions, expenditures, and identifies and resolves discrepancies.
Assesses and recommends changes to maintain compliance with federal and state requirements and internal financial/audit policies.
Serves as a resource for ensuring the consistent application of and adherence of federal and University regulations.
Applies federal and University financial policies and procedures to resolve a variety of moderately complicated issues.
Works closely with the Principal Investigator (PI) on Federal grant effort reporting.
Participates in audits of internal records and processes and prepares recommendations for changes as needed.
Ensures that the appropriate internal controls are addressed, maintained and strengthened to protect University resources.
Documents processes and procedures for financial activities.
Provide financial analyses for HIS Grants, including but not limited to: annual Carryforward analyses, unit-specific projections, and financial analysis projects as assigned.
Reviews, processes, and approves standardized financial data and transactions.
Under general supervision, provides analytical support for simple to moderate budget, financial, or resource analysis projects.
Applies professional concepts to perform basic financial or resource analysis to understand past performance and determine present and future performance.
Applies financial concepts to process, review, and approve financial transactions.

25%: Federal Grants, Financial Management and Processing

Under general supervision, provides analytical support for simple to moderate budget, financial, or resource analysis projects.
Applies professional financial and accounting concepts to independently perform analyses of moderately complex financial services such as researching discrepancies and tax implications and compliance with external regulations and internal policies.
Prepares reports and analyses to include summaries of financial transactions, evaluation of current and proposed services, et cetera, for management review and decision-making.
Synthesizes information for contract and grant reporting, and ensures that match documentation is maintained in compliance with agency and University regulations.
Researches and gathers information from a variety of sources; prepares and summarizes information and reports relative to new services, regulatory compliance issues and/or vendor selection and support activities.
Develops proposal budgets and support documents that are required by contract and grant guidelines.
Gathers and analyzes financial and / or resource data; prepares and summarizes information and / or recommendations.
Applies financial concepts to process, review, and approve financial transactions.
Develops end of year reports that accurately show how grant monies have been spent.
Assists with ensuring that financial processing functions which may include accounts payable, accounts receivable, purchasing, recharge billing, travel/entertainment, gift accounting and collections are performed with accuracy and that daily operations run smoothly.
Engages with colleagues in departments such as faculty, academic staff, the Colleges, Student Services and others to seek resolutions to a myriad of policy and administrative issues connected to the administrative and financial management of the HIS Grants.

20%: Project Management

Functions as a resource to support staff on issues such as researching complex financial discrepancies, escalated customer service problems and vendor concerns.
May act as team leader for support staff.
Provide regular updates to supervisor, HSI Director, and HSI team on projects.
Trains staff and creates an effective teamwork environment.
Communicates with HIS Grant Financial Analyst, senior campus leaders, students, staff and faculty on campus to track and manage projects effectively;
Engages with colleagues in departments such as faculty, academic staff, the Colleges, Student Services and others to seek resolutions to a myriad of policy and administrative issues connected to the administrative and financial management of the HIS Grants and the Division of Student Affairs and Success.
Receives more detailed instructions for new assignments.

20%: Administrative Duties

Responsible for UCPath duties: Position funding, Salary Cost Transfers, and entering other employee data/changes in the system.
Processing transfers of payroll expenses (Salary Cost Transfers).
Processing transfer of expenses (TOEs).
Provide financial and administrative support to HSI Grant Projects, and Student Affairs and Success as a whole.
Attend SAEI Business Team meetings- serve as a member of the Business Team.
Draft correspondence when needed.
Prepare informational and training resources for HSI grant employees for campus business policies, procedures, programs etc. (e.g. Cruzbuy, Food and Entertainment).
Monitors the delivery of quality customer service to various constituencies to include internal department clients and external vendors.
Ensures that the appropriate internal controls are addressed, maintained and strengthened to protect University resources.

5%: Non-Specific Administration and Assistance

Required Qualifications

Education: Bachelor's degree in related area and / or equivalent experience / training.
Working knowledge of finance policies, practices, and systems.
Ability to gather reasonably retrievable information to organize, and perform basic financial analysis assignments.
Demonstrated ability to effectively present information verbally and in writing clearly and concisely.
Demonstrated ability using spreadsheet and database software for moderately complex financial analysis, fiscal management, and financial reports.
Demonstrated strong interpersonal skills at all levels within the unit; excellent service orientation and critical thinking skills; and attention to detail. Demonstrated ability using organizational skills to multitask in a high volume environment.
Ability to adapt to changing priorities.
Ability to function as a member of a team.
Intermediate knowledge and understanding of internal control practices and their impact on protecting resources.
Demonstrated knowledge of financial transactions and financial systems, as well as related policy, accounting,
and regulatory compliance requirements.
