• Supervises/manages project managers and professional services teams ensuring SBCTA’s interests are addressed in projects and agreements.
• Fosters and maintains respectful interagency relationships.
• Communicates and implements SBCTA’s rules, policies, guidelines and procedures in support of the agency’s vision and goals.
• Oversees the initiation, planning, execution, control and close out of capital projects.
• Oversees the development of consultant requests for proposals and qualifications for professional services; evaluates proposals and recommends project award; develops and reviews contract terms and amendments; ensures contractor compliance with SBCTA standards and specifications and time and budget estimates; reviews and updates deliverables; analyzes and resolves complex problems that may arise.
• Develops scope of work documents.
• Tracks project expenditures, reviews invoices for accuracy and consistency with contractual obligations, and recommends appropriate dispersals of allocated funds.
• Develops and manages fund programming and project budgets for federal, state, and local funds; prepares agenda items; communicates and assists local agencies in delivery of state and federally funded projects; resolves project delivery issues between local agencies and funding agencies.
• Develops, negotiates, and manages a variety of agreements and contracts with government agencies and private entities necessary for project development and execution.
• Approves and signs off on project documents, correspondence, and permits required for project completion.
• Promotes communication and coordination between project management, project control, contract management staff and other SBCTA staff to ensure consistency, quality, and accuracy of schedule and cost information, and to ensure effective project delivery, cost control and reporting practices.
• Drafts and/or oversees the production of Board agenda items.
• Develops and/or reviews interagency cooperative agreements.
• Identifies and resolves, with project stakeholders, highly technical and politically sensitive issues presenting interagency and public relation challenges.
• Creates team environment on a project by project basis by removing barriers to individual participation and success.
• Manages project issues to avoid additional costs and project delays.
• Establishes and maintains effective project working relationships in the course of managing projects.
• Monitors, negotiates claims and change orders and recommends for approval by the Director.
• Expedites resolution of design and field coordination issues.
• Provides guidance to construction management services teams and construction contractors in the area of environmental compliance.
• Prepares and presents written and oral reports.
• Receives updates on construction projects pertaining to quality, schedule, SWPPP, and safety, etc.
• Receives updates to the environmental compliances on projects.
• Analyzes federal, state, and local legislative proposals for impact on assigned operations; plans, coordinates and evaluates activities associated with assigned contracts;
• Maintains compliance with State, Federal, and local requirements and regulations.
• Manages special projects and tasks by coordinating with team members and appropriate personnel; documents actions and schedules as appropriate to ensure project/task is completed within the established timeframes.
• Delivers presentations to the SBCTA Board of Directors, committees, local agencies and private sector associations.
• Participates in public meetings and hearings, representing SBCTA.
• Analyzes workflow and recommends improvement.
• Performs other duties as assigned.

QUALIFICATIONS

Knowledge of:

• Administrative principles and practices, including goal setting, program development, implementation, and evaluation, and project management.
• Principles and practices of capital project development as applied to the design, cost estimating, construction, installation, and inspection of a wide variety of transportation systems.
• Principles and practices related to the California pubic contract codes, the Department of Transportation Standard Specification for highway construction, federal, local agency, and industry standards.
• Principles and practices of environmental impacts and related regulatory processes.
• Fundamentals of environmental laws, source emissions analysis, air quality conformity issues, and financial analysis.
• Principles and practices of budget development and administration, contract administration, and sound financial management policies and procedures.
• Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures related to assigned area of responsibility.
• Recent and on-going developments, current literature, and sources of information related to the operations of assigned programs.
• Record keeping principles and procedures. 
• Modern office practices, methods, and computer equipment and applications related to the work.
• English usage, grammar, spelling, vocabulary, and punctuation.

Education and/or Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
 
Equivalent to graduation from an accredited four-year college or university with major coursework in civil engineering or a related field and eight (8) years of progressively responsible experience in capital project delivery of transportation projects, including four (4) years in management.  A Master's degree is desirable.
 
Licenses and Certifications:

• Possession of or ability to obtain a California driver's license and proof of automobile liability insurance by time of appointment.
• Registration as a Professional Engineer by the California Board for Professional Engineers and Land Surveyors is preferred.
• Position may require pre-employment background investigation, physical and drug test.
