Position Summary The Assistant Director of Payroll directs all payroll processing cycles. This position provides leadership and management for payroll staff, maintains financial accountability, payroll accuracy, payroll tax filing accuracy. This position works closely with the cost center managers, budget staff and HR staff to ensure consistent application of policies, procedures and processes related to payroll management and accounting. Core Competencies Required Professionalism, Managing Work, Continuous Improvement, Customer/Student/Employee Focus, Collaboration, Leadership, Managing People, Managing Relationships, Conflict Resolution, Quality Focus, Emotional Intelligence Essentials, Creating a Culture of Trust ESSENTIAL JOB FUNCTIONS Payroll Processing Leadership Directs payroll processing ensuring college payroll, payroll tax withholding, reporting, and filing are accurate and timely. Reviews payroll data and processes for accuracy, including: payroll for exempt and non-exempt employees; payroll for Federal work study employees; time tracked by time clock or other systems outside of ERP system; and payroll that is funded across multiple funding sources. Ensures appropriate quarterly and year end cut-off and closing protocols are carried out. Continuously looks for ways to improve processes and ensure compliance with appropriate entities. Answers questions directed by payroll team and acts as point of escalation for issues as they arise. Serves as the point of contact for the Payroll department in the absence of the Payroll Director. Compliance and Enterprise Systems Management Researches and implements new payroll regulations and taxes. Stays current with IRS, Department of Labor, state and local tax developments that could impact the college, and provides suggestions and input, as required. Implements Bargaining Unit contracts for payroll system set up and compliance. Shares responsibility for W2 reconciliation, filing and distribution and as module custodian for payroll module. Makes requests for technical assistance and system enhancements, as required. Reviews testing processes and results prior to installation in production environment. Makes suggestions and collaborates with leadership to ensure best practices. Operational Leadership Supervises assigned area of responsibility and staff by recruiting, hiring, assigning, and delegating tasks, providing direction, resolving work problems, communicating job expectations, training employees, and developing professional growth opportunities. Other Duties and Responsibilities Attends all required department meetings and training. Hours will include evenings and weekends, as required. Manages multiple assignments of varying complexity and meets tight timelines and deadlines, with the ability to adapt to changing needs of the College and business partners. Ensures College name and image is perceived positively by external as well as internal audience/stakeholders. Employee occasionally lifts up to 10 pounds. Working Conditions Typical office and classroom environment. Regular exposure to moderate noise typical to business offices. Knowledge, Skills and Abilities: Knowledge of: management principles and practices; policy development and implementation; computer software programs and enterprise applications, including cloud applications, to include Microsoft Office applications (Work, Excel, Outlook, PowerPoint); and generally accepted accounting principles. Skill in: verbal and written communications; preparing financial and operational reports; planning, scheduling and organizing work; maintaining good public relations; customer service, working with detailed data; conflict resolution; general typing; knowledge of Word and PowerPoint, with advanced knowledge of Excel; solving organizational problems. Ability to: apply management principles to practical work situations; develop and maintain effective working relationships with associates, vendors, employees, telephone users, and general public; research and analyze financial and other data and draw conclusions or recommend viable solutions; maintain accurate and complete work records; maintain confidential and sensitive information; think creatively to find solutions for business problems; perform complex tasks and prioritize multiple projects; gather, interpret and analyze statistical data and generate reports; apply accounting principles; work effectively with persons of varying cultures and diversity, relay key payroll data in laypersons terms; consistently complete work that is accurate and timely; work with minimal supervision. Minimum Qualifications: Bachelor's Degree in Accounting or closely related field. Minimum three (3) years of progressively responsible payroll experience including supervision of staff and administrators. State Motor Vehicle Operator's License or demonstrable ability to gain access to work site(s). Preferred Qualifications: Certified Payroll Professional. Higher Education Experience.
