Chief Business Officer & Budget Director - IPS Administration Regular Full-time, Pay Range MR19 The Budget Director serves as the Chief Business Officer (CBO) of UT's Institute for Public Service. The CBO oversees budgeting, financial administration, contractual, and business operations in all IPS "agencies" (these are analogous to colleges in an academic campus). UT's six CBOs meet regularly to collaborate on university-wide financial planning, budget development, policy development, and business operations. The IPS CBO plays an active role in all of these decisions. The CBO also participates in numerous university-wide committees. Duties and Responsibilities: This position manages and directs all financial activities of the Institute statewide from daily operations to fiscal year-end closing, and ensure compliance with University policies and Generally Accepted Accounting Principles (GAAP). The CBO is responsible for the financial stability and operational efficiency of the Institute by providing proactive leadership in managing funds and business operations. The CBO also ensures the Institute has adequate reserves, including plant and equipment funds; prepares and reviews appropriate fiscal year accounting entries, including fund balance transfers, for three budget entities; ensures that all restricted funds, including endowments, gifts, and sponsored projects are properly administered; approves all sponsored project proposals; serves as the Institute's expert on sponsored project administration; manages and responds to internal and external audits; ensures that all business practices comply with University and other governmental requirements; oversees IRIS training, security, workflow, and business processes for IPS; oversees all IPS real property and leases, endowments, inventory, procurement cards, vehicles, and other assets; coordinates annual Conflict-of-Interest reporting by employees and annual Professional Privilege Tax reporting; and implements and achieves the financial goals of the IPS Strategic Plan. The CBO must manage, review, negotiate, and serve as the Institute's authorized signatory for all contracts, including real property and leases. This position serves as an integral member of the Institute's Leadership Team and other internal committees, as well as, represents and advocates for the Institute on numerous system-level and Board of Trustee committees in the areas of finance, information technology, research, strategic planning, and human resources. This position must prepare Institute-wide comparative studies, trend analysis, and ad hoc reporting for the Institute's Vice President, Leadership Team, UT system administration, and other internal and external stakeholders. The CBO assists IPS agencies and Executive Directors with resources, efficiency analyses, policy guidance, and operational decisions. The CBO is also responsible for the coordination, direction, and sharing of budget and financial communication with Institute business managers and staff. This position provides formal and informal training for institute business managers and ensures compliance; provides policy guidance to all agency business managers as well as any institute employee related to all financial matters; and sets standards for assessing fiscal policy practices. The position performs other administrative duties as needed and required.
