The Office of External Affairs is responsible for influencing public policy and opinion, communicating about the university priorities, challenges and achievements and strengthening the university’s reputation and public perception. Units include the offices responsible for government and community relations at the federal, state, regional and Spokane/Eastern Washington levels, television production and radio and an executive and administrative staff. We have an outstanding opportunity for a Director, Finance & Administration. This position works independently to direct the business and administrative services of the Office of External Affairs (OEA) and manage the state, local, self-sustaining, and gift budgets for all units within OEA. The incumbent provides fiscal, administrative and human resources guidance and advice to the vice president, directors, and other members of the organization while ensuring compliance with university and state policies. The Director of Finance and Administration will participate in strategic planning, projecting of unit resources, as well as direct the financial, human resource, and other day-to-day business services of all units within the External Affairs organization. This position reports to the Vice President of External Affairs. Position Dimensions and Impact to the University: External Affairs is an office that by nature is the external face to all outside entities. It includes government and tribal relations staff, and media among others. This role includes serving as the Change Readiness Lead for the first year on the job, anticipating a Go Live date of July 2, 2022 for the implementation of Workday as the University’s new financial system. This is the first new financial system for the UW in many decades, so the project involves a significant overhaul. Duties & Responsibilities: Maintain a positive relationship as liaison with other university offices such as the Office of the President, Human Resources, and others as necessary in the daily process of business. Provide financial analysis on all accounts under OEA regularly to the Vice President. Work closely with the Vice President on special projects and special requests. Make recommendations for funding opportunities and areas of improvement within the organization. 10% Determine funding transfer needs and process budget revisions, request journal vouchers, and prepare and submit other documents as necessary to accomplish proper fiscal control and accountability. 10% Work with fiscal staff working in shared environment setting or working independently, approve and/or process transactions such as payroll, leave record maintenance, accounts payable, travel reimbursements, update outside consultant and lobbying contracts and payments, follow up on purchasing card issues and reconciliations, budget activity reconciliations and preparation of financial reports. Ensure compliance with university, state and federal policies. Ensure various deadlines are met. 10% Process transactions, prepare reports, delegate authorizations, etc., utilizing central systems such as Workday, BGT, ASTRA, UW Hires, and My Financial Desktop. Process funding allocations when directed by the vice president or the Office of Planning & Budgeting. 10% Provide individual support, advice, guidance, projections and other information or reports to directors and managers within the organization. 5% Provide approval for payroll, purchases, pro-card transactions, travel and other official University documents. 5% Determine appropriateness and process in-grade salary increases or position review requests. Work closely with human resource personnel and other university officials to investigate and resolve staff areas of concern or complaint. 5% Work closely with the vice president and other unit heads to make recommendations for annual (if allocated) salary increases. Implement increases once decisions are finalized. 5% Work Closely with UWVideo’s Director and Deputy Director to assure compliance with UW policies and procedures and progress toward deficit resolution. 10% Work with KUOW General Manager and Director of Finance and Administration et al, to ensure reimbursement of monthly expenditures on UW budget, and research and navigate ad hoc issues. 15% Implement and communicate policy or procedure changes to relevant staff. 5% Prioritize workload, take initiative, problem solve and troubleshoot financial and human resource issues that require attention. Participate on various committees as assigned. Perform other duties as assigned. 10% Lead Responsibilities: Actively participate in the UW’s Finance Transformation Project in the lead role for External Affairs. Go Live is 7/1/2023.
