The Graduate School has an outstanding opportunity for a Program Administrator. The Program Administrator provides critical leadership for the operations and financial management for the Neuroscience graduate program. This role oversees the day-to-day operations of the Neuroscience program which includes supervising staff, managing budgets in excess of $1 million per biennium, supporting program development, and managing facility needs. The Program Administrator operates independently with minimal supervision and is responsible for balancing the translation of the Neuroscience co-directors’ vision into actionable items and providing operational feedback regarding the administrative constraints of UW and the Graduate School. Through a deep understanding of the University’s administrative systems and budgetary forecasting, the Program Administrator will identify areas for improvement, barriers to the co-directors’ vision, and opportunities for program development. The Program Administrator provides administrative management for the Graduate Program in Neuroscience comprising an Interdisciplinary Ph.D. program with 50-75 students involving more than 20 departments, and approximately 140 faculty members across the University of Washington (UW) campus, and biomedical facilities. RESPONSIBILITIES: Program Management (45%) •Represents the co-directors in administrative matters with departments, colleges, institutions and funding agencies •Provide administrative leadership and serve as a resource for all Neuroscience faculty, students, and staff •Control and monitor program administrative and fiscal services in compliance with federal, state, local and University rules and regulations •Advise faculty directors and affiliated program faculty on academic and administrative policies •Compile, synthesize, and report program data for internal use, UW departments, and for external stakeholders and partners •Manage Academic Student Employee appointment process for incoming and continuing Neuroscience students •Collaborate with the co-directors to develop connections with the broader neuroscience community in the Puget Sound Area, including with Allen Institute, local industry and state agencies. •Plan and implement major program meetings such as, retreats, committee meetings, accreditation, visits from other institutions, etc. and follow-up with directors regarding major strategic and actionable items Financial Management (45%) •Directly manage federal, state, local, endowment, royalty and gift budgets in excess of a $1 million per biennium. Exercise judgment in the allocation and use of these funds. Responsible for budgeting, accounting, reporting and maximizing efficient use of these funds in compliance with federal, state, and University rules and regulations •Develop annual budgets for program and consult with Graduate School director of finance and assistant dean as necessary regarding budgetary needs and constraints •Manage all purchasing for the program including travel, reimbursements, assigning expenses to appropriate budget sources. Ensure that all purchasing is done in accordance with university and Graduate School policies •Provide regular budget updates to program directors •Manage the planning and funding of Academic Student Employee positions •Manage all external staff assignment contracts for Neuroscience students engaged in research with partner institutions such as Seattle Children’s Research Institute, Allen Institute and Fred Hutchinson Cancer Center Office/Personnel Management (10%) •Provide leadership and supervision for the unit staff responsible for day-to-day operations •Develop and implement staff support services in alignment with program aims, i.e. space, facilities, equipment, software programs, staff services and computer needs •Establish and implement office procedures •Duties may be added and/or changed based on organizational needs •Supervises a full-time Counseling Services Coordinator MINIMUM REQUIREMENTS: •Bachelor's degree in Business, Accounting, Public Administration, or related field •5 years of experience that includes operations, program management, and or financial management in a university, public entity, or business setting ADDITIONAL REQUIREMENTS: •Demonstrated ability to work with a diverse group of stakeholders and support organizational priorities around equity and justice •Demonstrated ability to effectively support program faculty leadership who have various managerial styles and levels of engagement. •Self-motivated with demonstrated experience leading and successfully implementing projects or initiatives to streamline and improve organizational function •Skilled in using data analysis and visualization functions in Excel or other spreadsheet programs to convey complex budget information Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
