Lawrence Berkeley National Lab's (LBNL) Human Resources Division has an opening for a Senior Manager, Compensation and Benefits to join the team.

The Senior Manager, Compensation & Benefits will design, implement, communicate, and administer compensation and benefits programs that support the strategic goals and objectives at the lab to enhance employee attraction, retention, and engagement. This position will provide expertise and adapt compensation and benefits design/approach to align with market trends and Lab strategy, and as the subject matter expert, will provide recommendations to senior management on best practices . Berkeley Lab is funded through the Department of Energy (DOE) and managed by the University of California (UC). Compensation and benefits programs are reviewed and approved by UC and DOE and policies and procedures must comply with UC and/or DOE requirements.

What You Will Do:

• Responsible for the design, implementation administration, and communication of Berkeley Lab's Compensation and Benefits strategy, policy, and processes including Retirement Plans and health plan resources and policies.
• Ensure compensation and benefits programs comply with the DOE contract, UC requirements, and applicable federal and state laws.
• Direct Berkeley Lab's salary administration activities including policy design, salary offers, promotions, salary adjustments, and the Lab's annual salary review program.
• Design and implement compensation and benefits services and strategies, make recommendations, and prepare proposals for new and improved programs based on institutional need and/or governmental changes.
• Represent Berkeley Lab on DOE and UC system-wide strategies related to areas of responsibility.
• Provide strategic recommendations, advice, and programs to Laboratory senior management and other key stakeholders based on market analyses and industry trends while understanding the nuances of the Laboratory and ensuring compliance with UC and DOE regulations.
• Provide direction to staff that participates on the collective bargaining team with the responsibility of designing the wage components of the collective bargaining agreements.
• Oversee the Interlocation Appointments Program and the Tuition Assistance Program.
• Ensures delivery of high-quality services in compliance with laws, regulations, and policies and in adherence with documented processes and procedures.
• Partner closely with Berkeley Lab organizations to ensure currency of policies and procedures, communication to affected Laboratory employees, and coordinating with affected organizations.
• Responsible for all aspects of salary management. Liaison to and partner with other leaders who have shared responsibilities in the process (e.g., Laboratory senior leaders, Chief HR Officer, IT, HRIS, HR Field teams, Division process owners). Responsibilities include:
• Direct the preparation of the Laboratory's Compensation Increase Plan (CIP) for submission to the University of California Office of the President (UCOP) and DOE. This includes conducting market analysis, providing recommendations to senior management on the CIP allocation request, and justifying the request to Lab senior management, UCOP, and DOE. Implement and monitor the approved CIP.
• Initiate and manage the annual internal audit process.
• Ensure that compensation and benefits staff approach problems, questions, and exceptional situations with appropriate critical thinking and a consistent focus on providing excellent customer service and assistance.
• Responsible for providing direction, mentoring, and developing a high-performing team. Provides guidance on staff development; meets with direct reports individually at least quarterly to discuss development goals and opportunities; ensures that subordinate supervisor(s) also meet with their direct reports and provides staff development opportunities.

What is Required:

• Bachelor's degree in Human Resources, Business Administration, or related field or equivalent training and experience.
• 12+ years experience in designing, implementing, and/or administering Compensation and/or Benefits programs.
• Proven strong leadership skills in managing a cross-functional team of exempt and non-exempt staff.
• Extensive experience communicating successfully with and presenting new programs, program changes, and updating senior management and key stakeholders.
• Demonstrated experience managing multiple projects and managing activities to meet multiple competing deadlines, and experience with vendor management.
• Demonstrated ability to think strategically and create and analyze data and understand results, patterns and trends, and to articulate both verbally and in writing to leadership the results of such information of its benefits.
• Knowledge of federal and state laws and regulations related to HR industry practices and pertaining to compensation, benefits (e.g. ACA, FLSA, OFCCP, EEOC, DFEH, etc.).
• Demonstrates the ability to manage challenging situations calmly and manage confidential information and situations diplomatically.
• Familiarity with cloud and web-based audio/video collaboration tools such as Zoom, ReadyTalk, BlueJeans, Microsoft Teams, and WebX.
• Strong computer skills and proficiency in HRMS including Word, Excel, PowerPoint, and email.

Desired Qualifications:

• Completion of a graduate-level program in business, human resources, or finance.
• Extensive experience working and/or designing compensation and benefits programs in a government contractor and/or academic environment.
• Experience working in a union environment.
• Experience developing and implementing a Total Rewards strategy.
• Experience designing and administering benefits and/or retirement programs.
• Certification in Compensation and/or Benefits typically attained through the professional programs in professional organizations such as WorldatWork.

This position is expected to pay $202,956.00 - $225,504.00 annually, which fits within the full salary range of $180,396.00 - $304,440.00 for the B18.5: Sr. HR Manager, Comp & Benefits. Salary for this position will commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.
