Department Overview

The Oregon Rural Practice-based Research Network (ORPRN) was established in 2002 at Oregon Health & Science University in Portland. ORPRN's mission is to improve health outcomes and equity for all Oregonians through community-engaged dialogue, coaching, education, and research. ORPRN facilitates various clinical health care research, quality improvement projects, and practice transformation efforts in rural Oregon and across the state. ORPRN is committed to building and sustaining a diverse, equitable, inclusive, and anti- racist organization. The Finance and Accounting Analyst (FA) is responsible for managing and projecting ORPRN's financial outlook. ORPRN is majority funded by a rotating collection of federal and state grants and contracts, and the FA develops and utilizes multiple financial management tools to build awareness of ORPRN's financial health and identify and anticipate financial gaps. The FA maintains an intimate understanding of ORPRN funding sources and working knowledge of OHSU's various accounting systems, including Oracle Grants Accounting, General Ledger, Cognos, University Financial Outlook (UFO), OHSU Foundation Accounting, and the annual budget system. In addition to ORPRN-wide financial reporting and analysis in partnership with the ORPRN Director and Network Administrator, the FA supports ORPRN program directors (health policy, research, education) in reviewing data to optimize staffing forecasts. The FA also supports individual grant and contract teams to review project finances, ensure the projects are managed successfully, and follow sponsor budget guidance.

The FA meets regularly with ORPRN's Director and other ORPRN leadership members to provide key financial data to inform decision-making and strategic planning. Ideally, the FA provides recommendations to identify and proactively address any financial concerns and to optimize network finances.

Function/Duties of Position

Financial Management and Analysis:

• Develop and maintain a comprehensive understanding of OHSU accounting systems and integrate the various systems to create a universal outlook of ORPRN finances
• Reconcile accounts and create financial reports
• Project financial futures on a project, fiscal, and multi-year basis
• Prepare for and manage ORPRN's annual University budget process
• Prepare cost-benefit analyses to review financial requests, including assessing program needs, funding sources, and performance metrics, then make recommendations to program leaders
• Prepare, review, and approve project budgets prior to submission.
• Support grant and contract submission and funder required reporting through budget report creation.

Data Queries and Variance Analysis

• Develop queries and reports to analyze financial data
• Distribute reports to managers and leaders
• Analyze and explain budget to actual variances, and present findings to ORPRN leadership

Fiscal Policy Development and Adherence

• Working with the Administrator, review ORPRN's working practices and develop fiscal policies that build consistency and further the organization's mission and values
• Ensure project managers and team members have adequate support and training to adhere to fiscal policies. Review and audit internal adherence to fiscal policies

Staff Labor Maintenance

• Review staff funding to ensure all staff are fully funded and identify upcoming gaps in coverage
• Evaluate actual effort vs proposed staffing to confirm project staffing levels are appropriate
• Work with investigators and project managers to maintain staff labor schedules and adjust as needed
• Coordinate effort certification processes

Required Qualifications

• Bachelor's degree in Accounting, Finance, or a related field from an accredited college or university. AND
• Minimum of 2 years of progressively responsible relevant work experienc.
• Prior Academic Health Center or relevant financial specific experience performing analysis related to operational improvements and business cases.
• Highly proficient with use of PC including database and spreadsheet applications.
• Intermediate spreadsheet skills, including complex functions, formulas, and formatting.
• Experience with relational databases.
• Understanding of financial reporting concepts such as cost accounting and net present value analysis.
• Communication and interpersonal skills including the ability to consult with internal and external customers regarding matters/issues which may be sensitive in nature.

Preferred Qualifications

• Experience with OHSU financial systems, including Oracle Grants Accounting, General Ledger, and University Financial Outlook (UFO)
