Vice President of Finance and Operations

ROLE DESCRIPTION

Provides direction, leadership, and oversight related to the operations of financial reporting, accounting, cash, billing, collections, student accounting, cash disbursements and accounts payable.

Responsible for maintaining the accuracy, integrity, and security of the College’s financial accounting system. Ensures compliance with generally accepted accounting principles (GAAP). Establishes financial policies and procedures. 

Characteristic Duties and Responsibilities: 

• Develops, refines, and maintains appropriate financial and internal control systems that ensure protection of college resources and compliance with local, state, and federal laws and regulations as well as generally accepted accounting principles (GAAP), federal grant regulations, college policies and best accounting practices.
• Plans, oversees and directs the financial functions of the College as related to general accounting, cash, billing, collections, student accounting, cash disbursements and accounts payable. 
• Maintains and monitors financial and internal controls including, but not limited to, the timely performance, documentation and review of account reconciliations. 
• Maintains the general ledger system and chart of accounts, assuring that any accounting issues are promptly identified and resolved.  
• Provides staff supervision and direction for designated staff; evaluates job performances and develops professional development plans for staff; ensures staff receive appropriate training and maintaining up-to-date knowledge of new development in the financial arena. 
• Works closely with the Financial Aid and the Bursar’s Office to ensure that student financial transactions are transferred correctly from the student information system to the general ledger.
• Prepares invoices for 3^rd party billing and grants.
• Maintains budget and accounting for federal, state and private contracts and grants.  Assists with reporting requirements.
• Identifies, develops and coordinates student financial services support activities and services with academic programs.  Coordinates student payroll changes for consortium students, grant funded students and teaching assistantships.  
• Assists the Vice President of Finance and Operations with budget preparation.  Responsible for tracking expenses in the appropriate general ledger accounts.  Assists in creating monthly financial forecasts.
• Serves as primary resource and contact with the auditors.  Responsible for all audit and tax reporting requirements throughout the year. 
• Assists the Vice President of Finance and Operations with financial analysis and other special assignments and projects as needed. 
• Acts on behalf of the Vice President of Finance and Operations as requested in the absence of the Vice President. 
• Performs other duties as assigned. 

Minimum Position Requirements:

• Certified Public Accounting license and at least five years experience directly related to the duties and responsibilities specified.
