Job Summary:
To direct and administer the housing programs within the community, including the legal, financial, physical and social aspects of the housing development as well as to accomplish the established Madison Housing Authority objectives, modernization and overall supervision of employees.
Essential Functions:
1. Serves as Secretary to the Board of Commissioners. The ED has the primary responsibility for all of the Agency's records of every nature including the preparation of annual budgets, supervision of purchasing for ordinary and extraordinary maintenance, and modernization programs.
2. Keeps Board of Commissioners informed in matters required for compliance with the Annual Contributions Contract, HUD regulations and local policies affecting the operation of the Authority.
3. Develops and submits applications to Federal, State and local agencies for new and or continuing funding. Implements new programs and changes in existing programs as required by law and regulations. The Executive Director of the Housing Authority will be responsible for planning, administering, directing, supervising and coordinating all phases of the Authority’s daily operations including, but not limited to, accounting, tenancy, public and social relations, maintenance and modernization. Develops and administers all budgets.
4. Establishes and enforces procedures to ensure adequate fiscal controls, efficient and economical operation in compliance with all HUD, State and Federal Regulations.
5. Maintains liaison with officials of HUD, State and local municipality and community agencies and contiguous housing authorities to promote understanding and cooperation. Promotes the goodwill and reputation of the Housing Authority among its tenants, governmental authorities and general public.
6. Attends HUD, SERC, NAHRO and other professional development meetings and workshops for the improvement of Authority and makes recommendations to the Board of Commissioners of long-range plans, which will assist in maintaining an effective organization. 7. Monitor, compile data, and maintain records necessary to prepare a variety of reports required by state and federal agencies.
8. Perform all duties related to payroll, banking, audit, and accounts payable.
9. Maintain all HUD systems including EPIC, eLOCCs and PIC.
10. Recommend changes in MHA objectives, policies and operating procedures to improve the administration of proposed plans.
11. Oversee the fiscal accounts and related administrative functions such as checking rents and other charges for accuracy and making corrections, interim change requests and follow-ups; checking tenant ledger and overseeing utility records.
12. Administers the opportunity in Employment and Housing Programs. Administers sound safety practices and makes final decision on hiring, promoting, compensation and release of all employees.
13. Perform annual and interim recertifications.
14. Administer grievances and discipline with residents.
15. Conduct inspections of apartments and buildings to ensure residents are maintaining satisfactory housekeeping and reporting work orders as needed. Issue lease violations as needed. Produce work orders so maintenance can address maintenance needs in each unit.
16. Counsel residents on such matters as housekeeping, rent delinquencies, back-charges, verifications and disputes.
17. Schedule USIG inspections and shadow inspections during NSPIRE inspections making sure the property has ample notice.
18. Perform other related duties as assigned by the Board of Commissioners.
