Departmental Overview

Engineering Student Services addresses the needs of 4,200 undergraduates in the College of Engineering. The Engineering Student Services (ESS) Advising & Policy Director formulates the goals and objectives for the Undergraduate Advising/Curriculum/Policy Unit of ESS ensuring conceptual compatibility with the broader missions of ESS, the College of Engineering (COE), and the University. The incumbent directs overall operations of the advising unit, sets and upholds professional expectations and standards for all advising staff, and conducts regular and comprehensive evaluations and assessments of the quality and effectiveness of programs to determine the extent to which the goals and objectives of the ESS advising/curriculum/policy unit address changing student needs and institutional priorities. In collaboration with the associate dean, the dean and faculty, the incumbent develops long-range strategic plans directed towards the fulfillment of the stated goals and objectives of Berkeley Engineering and focused on comprehensive advising programs and services for undergraduate students.

The Advising & Policy Director works to ensure that ESS advising is guided by and achieves the following core values:

Responsibilities

35% Policy Analysis, Curriculum Management & ESS Advising Operations

Policy Interpretation and Guidance

Provides high-level counsel and analytical support to the Dean, Study Committee faculty and Associate Dean on matters related to policy and precedent, practice and procedures, as well as long-range goal planning and educational policy development in the College. Directs the analysis and evaluation of educational and curricular policy in order to ensure that decision-making in relation to undergraduate education within the College is grounded on thorough research, reliable data, and best practices that ensure consistency and equity. Ensures ongoing compliance with all academic policies governing undergraduates within the College as set forth by the Associate Dean, Undergraduate Study Committee and the Academic Senate. Creates and implements operational processes and procedures to conform to the policies established by the Academic Senate. Develops proposals for policy amendments for review by the Undergraduate Study Committee and the faculty of the College.
Evaluates and monitors the impact of policy changes on students within the College and the operations of ESS; develops innovative strategies to meet emerging guidelines. Reviews and rules on student requests for exceptions to academic regulations on the delegated authority of the dean and faculty. Communicates changes in policy to all relevant parties and develops procedures for implementation of new or amended policies/procedures.

Curriculum Management

Manages the review, communication, and publication of departmental course and curricular changes.
Analyzes impact of course and curricular changes on students, other departments, and the campus.
Coordinates course, curricular and policy review by the Undergraduate Study Committee. Considers impact of curricular exceptions on ABET accreditation compliance for ABET accredited degree programs.

Advising Operations

Functions as a high level advising resource for deans, staff, and faculty especially in sensitive student situations that entail complex problem solving and demand substantial organizational acumen. Provides direction to professional student services advisors on the more complex issues encountered.
Manages the academic suspension/dismissal review process, including making decisions on each student record under the authority of the Associate Dean. Oversees the management of orientation programs, transfer admissions, student record management, peer advising, etc. Advises students referred by the Dean's Office, by the faculty, or by staff at other campus units.
Manages escalated student cases.

25% College, Campus and Community Relations

Establishes and maintains productive working relationships with other advising units within the University.
Fosters and maintains productive working relationships with College and campus partners to ensure that students' problems can be addressed quickly and justly, and that joint resolution of larger problems that affect the whole student population can be achieved. Acts to represent and promote undergraduate student advising, decanal and divisional needs by serving on high-level campus committees. Develops and maintains collaborative relationships with a broad and diverse cross section of the campus community, including both faculty and staff in order to foster effective dialogue about undergraduate education.
Informs the campus community as to the initiatives and projects of the ESS advising/curricular/policy unit and actively seeks the input of the campus community in relation to these initiatives.
Represents the COE on campus-wide committees and represents ESS to relevant external constituencies.

25% Management

Directs the human resources activities of the advising staff in the office, including recruitment, hiring, training, employee relations, performance management, professional development and coaching, award nominations, and staff appraisals. Plans, develops, and administers the student services budget for the organization. Decides which resources will be committed to goals and objectives and how they will be allocated. Formulates and establishes processes and procedures for position classification, merit recommendations, conflict resolution, staff development, recognition and reward systems, and disciplinary action. Establishes channels for regular review of internal personnel policies to ensure that all procedures are applied fairly throughout the office and are in compliance with COE and University guidelines.
Recognizes issues that have campus impact or future implications and advises the managed employees accordingly. Delineates lines of authority and decision-making and communicates to all advising staff.
Evaluates changing staffing needs and responds to those needs by developing appropriate staffing strategies. Oversees the operational functions of the advising unit, including identifying and resolving organizational issues, creating operational guidelines in compliance with campus regulations, and ensuring compliance with professional standards.

15% Leadership & Planning

Formulates the goals and objectives for the Undergraduate Advising/Curriculum/Policy Unit of ESS ensuring conceptual compatibility with the broader missions of ESS, COE and the University.
Develops long-range strategic plans for comprehensive undergraduate advising programs and services directed towards fulfillment of the goals and objectives of the COE. Programmatic responsibilities include developing, organizing, implementing, and maintaining an effective structure for the delivery of academic advising services based upon a comprehensive understanding of organizational models for complex advising services in higher education. Programmatic development must be based upon established and emerging learning and student development theories and be responsive to the demographic profile and needs of the student population.
Directs the overall operations of the advising unit; sets and upholds professional expectations and standards for all advising staff.
Develops, interprets, and administers student services programs. Conducts regular and comprehensive evaluations and assessments of the quality and effectiveness of programs to determine the extent to which the stated goals and objectives of the ESS advising/curriculum/policy unit are being met and address changing student needs and institutional priorities. Makes changes to the program to provide better service to organizational management, faculty, and students. Identifies individual, organizational or institutional barriers that hinder the achievement of the goals of the ESS advising/curriculum/policy unit and devises and implements plans to deal with these obstacles.

Required Qualifications

Ability to manage multiple projects and initiatives with competing deadlines.
Demonstrated ability and strong interpersonal skills to work in a multicultural environment with individuals and groups with a wide array of backgrounds, identities, life experiences, personality types and communication styles. Ability to effectively and persuasively represent the College of Engineering as a compelling and articulate spokesperson with diverse audiences and communities--through a broad range of public speaking engagements, small group settings, and individual interactions.
Demonstrated experience in building and leading a student services advising team that assists faculty in attracting, retaining and developing an exceptional, outstanding, diverse, inclusive undergraduate student population.
Knowledge and experience related to student services systems.
Advanced knowledge of advising and counseling techniques.
Demonstrated experience in implementing process improvements in a higher education environment, preferably in the student services arena.
Skills in monitoring/assessing people, processes or services to make improvements.
Experience in effectively using metrics to build a strong student services organization, including metrics related to building a diverse, exceptional, outstanding, and inclusive student body, professional development, student retention, etc.
Skills in project management, including social perceptiveness to be aware of others' reactions and understanding why they react as they do.
Ability in problem identification, reasoning, ability to develop original ideas to solve problems, persuasion, leadership.
Experience supervising career staff and/or student employees.

Preferred Qualifications

Graduate degree in higher education administration, counseling, social work, college counseling, or related field strongly preferred.
Experience working with students at a four-year-degree granting institution and faculty members strongly preferred.
Knowledge of common University-specific computer application programs and knowledge of University and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences.
Solid managerial experience directing a multidisciplinary, student services program at a major university.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $85,800 to $140,000 annually. This is a 100% FTE career position eligible for full benefits.
