Minimum Qualifications & Requirements

Bachelor’s degree or equivalent in information systems with information technology auditing and review experience, or bachelor’s degree in public or business administration, finance or accounting or related field and Two (2) years experience performing operational or technology audits

OR, an equivalent combination of education and experience sufficient to successfully perform the essential duties.

Desired Qualification:
An advanced degree or certification such as a Certified Information Systems Auditor (CISA) or other IT audit related certifications is desirable.

Background Investigation: 
Employment is contingent upon the results of a background investigation with credit check.

Licenses and Certifications: 
Valid Arizona Driver's License.

Must possess at time of hire, or pass certification testing within 12 months of hire, in one of the following professional certifications: Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), Certified Public Accountant (CPA), Certified Fraud Examiner (CFE), or other relevant professional certification.

Demonstrates superior customer service, integrity, commitment to innovation, efficiency and fiscal responsibility

Identifies risks, corresponding controls, and designs tests of controls

Performs comprehensive audits of various Valley Metro technology systems and evaluates information systems and operating procedures, and controls in accordance with established industry standards for efficiency, accuracy, and security

Inspects policies, operational procedures, systems, and programs

Determines audit objectives and designs audit programs to meet those objectives based on established internal and national audit guidelines

Prepares appropriate working papers to provide supporting documentation of audit procedures performed, methodology, and results, and effectively communicates results of work through both written and verbal reports

Maintains independence and ethical standards in making decisions and recommendations based on facts

Oversees and implements improvements and best practices for increasing efficiency and minimizing risk

May supervise staff

Performs other duties as assigned

KNOWLEDGE/SKILLS:
Knowledge of:
Internal and External IT auditing concepts, techniques, methods, and procedures
Internal control frameworks, including COBIT, ITIL, NIST, and similar publications, as well as general control frameworks offered by GAO, IIA, and COSO
Auditing Standards set by the IIA in the International Standards for the Professional Practice of Internal Auditing and ability to interpret and apply Federal, State, and local laws, rules, regulations, and authority policy
Familiarity with major IT computing platforms, security concepts, general controls and application auditing
Risk management as it relates to the audit field (including COSO Enterprise Risk Management Integrated Framework and the International Organization for Standardization’s standard ISO 310000-Risk Management)

Skill in:
Understanding and applying technical IT audit methods, including data mining and advanced analysis using software tools such as Excel, SPSS, ACL, or similar tools
Time management, teamwork, project management, advanced writing and presentation skills
Evaluating compliance, efficiency, effectiveness and accuracy of Valley Metro programs, information systems, controls, data and reports
Analyzing and interpreting complex information accurately
Planning, organizing and completing assignments within allotted time;
Ensuring that work, work papers and reports meet all required professional standards
Performing complex, confidential and sensitive assignments
Communicating ideas effectively through oral, visual, and written methods
Displaying high degree of business acumen, subject matter expertise and ability to anticipate needs
Developing and maintaining professional, productive and mutually respectful working relationships with other Valley Metro management and staff, contractors, outside agencies and citizens

Physical Demands / Work Environment

Physical Demands:
Positions in this class typically require reaching, fingering, grasping, talking, hearing, seeing and repetitive motions. Valley Metro complies with ADA/EEOC requirements with respect to reasonable accommodations for people with disabilities.

Work Environment:
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

May occasionally need to operate a motorized vehicle to transport self and/or others to work sites.

May occasionally ride public transit to perform bus/train operational audits.

May be required to work more than forty hours in a workweek including weekends, evenings, early morning hours and holidays.
