Summary: The Contracts Manager provides the full range of duties associated with sub-agreements distributed by ASTHO for all of ASTHO???s program divisions. The Contracts Manager understands policies, standards, and their application to their work. They also understand the implications of internal and external policies that impact their position and internal stakeholders that may involve project coordination, information sharing, or resolution of problems. This position requires the exercise of discretion, individual accountability; and requires supervision from the Director of Contracts.

Anticipated salary: $74,000 Extended experience: up to $84,000 if experience exceeds expectations

Principal Functions:

• Responsible for cradle to grave contract management process, including developing contractual agreements, researching related regulations, negotiating terms, and conducting end or term close-out
• Point of contact for assigned Program team(s) and responsible for providing support to team(s) on all contractual matters and internal functional activities, including compliance with procurement policies and procedures, evaluating RFPs, RFAs, and competitive bid documents, payment terms, etc. and guiding staff through the contract process
• Review and analyze financial reports and budgets from subcontractors, including vendors, consultants, and subaward recipients
• Review contracts originated outside ASTHO to ensure the organization???s interests while determining the type of contract to utilize for each purpose
• Collaborate with meetings management department on venue, hotel, and facility rental agreements for assigned team(s)
• Conduct staff training, including new hire orientation, and typically performs all duties with supervision from the Director of Contracts
• Research legal and federal regulations and updates contract guide, templates, tools, and policies and procedures on a regular basis to ensure compliance with company policies and procedures, and all applicable federal regulations, including 2 CFR 200 and FAR; and monitor non-programmatic compliance
• Identify opportunities to improve business processes and devise plans with the Contracts Director to implement these changes
• Understand contract management systems and establish and maintain well-organized contract records/files
• Maintenance of software used to monitor contracts, set up and update contract records, and set up new users
• Prepare and submit contractual reports to Federal and private funders as required (e.g. FAFTA)
• Review and approve contractors??? payment requests
• Identify opportunities to improve business processes and devise plans to implement these changes
• Retrieve and review OMB Circular A-133 for federal funded subrecipients; noting findings and drafting sub-recipient monitoring reports
• Assist the Contracts Director with primary funder requirements and other tasks as needed
• At the end of the performance period of the sub agreements, the Contracts Manager works closely with the Director of Contracts to close out all agreements and assist with the annual audits

Qualifications:

• Bachelor???s degree, or higher in communications, accounting, business administration, finance
• 4+ years of work experience in contracts
• Demonstrate a solid understanding of contractual language and legal terminology
• Strong computer skills to include proficiency in MS Office, especially Outlook, Word, and Excel, and experience with accounting and contracts system software and other database applications
• Excellent written and oral communication skills and strong attention to detail
• Strong organization and analytical skills
• Demonstrated ability to work well with accounting and program staff and for carrying out multiple assignments, with shifting deadlines, in diverse areas in a customer service environment
• Strong presentation skills with the ability to interface with colleagues at all levels within the organization
• Proven skills with principles and practices of Federal grants and contracts administration, including familiarity with the Uniform Grants Guidance
• Ability to self-monitor progress according to a schedule of completion to submit drafts and documents in a timely manner
• Proven comprehensive knowledge of procurement regulations and skills with principles and practices of Federal grants and contracts administration, including familiarity with the Uniform Grants Guidance
• Knowledge of U.S. Department of Health and Human Services cooperative agreement regulations and guidelines strongly preferred
