The Massachusetts Department of Public Health (DPH) is seeking a proven and dedicated manager to lead the sixteen-person Administration and Finance (A&F) team for the Bureau of Community Health & Prevention (BCHAP). This position will join the leadership team for the bureau and take leadership in fiscal stewardship and the smooth operation of A&F tasks including grants management, budget planning processes, contracting, and payments to support the work and mission of the bureau. This role requires an experienced fiscal administrator and manager with Mass State financial systems expertise, exceptional interpersonal and communication skills, and is eager to lead a team in a mission-driven environment that aims to improve the health and well-being of individuals and communities in the Commonwealth of Massachusetts.

The Administration & Finance Director will lead development and implementation of a strategic vision to build racial equity into all components of A&F processes. This position will be responsible for assessing our policies and operational decisions through a racial equity lens with a focus on health and social disparities to ensure the Bureau’s work, policies and programs are inclusive and equitable for all.?? 

Duties and Responsibilities (these duties are a general summary and not all inclusive): 

Administration, Finance & Procurement Oversight 

• Provide leadership, strategic planning, and internal monitoring of Bureau fiscal, personnel, and purchasing practices in an environment with competing priorities and an increased need for services statewide. 

• Oversee BCHAP fiscal planning and management, annual spending plan development, purchasing, and contracts. 
• Manage all financial federal grant requirements, ensuring adherence to requirements and appropriate monitoring of sub-awards. 
• Develop appropriate compliance and oversight processes around grant and contract management.
• Manage information and work requests from different sources: assisting program staff with urgent fiscal issues, providing analytical expertise to senior management for long-term challenges, addressing inquiries from other bureaus promptly, and conducting general or program-specific analyses. 

Personnel Management & Support 

• Provide direct supervision to three staff with a focus on quality work and consistency with the program’s mission and individual workplans.
• Oversee A&F office, including coordinating team meetings, career advancement opportunities, developing team communication tools and feedback mechanisms.
• Provide support and training to BCHAP Directors and staff to ensure adherence to all grant requirements, processes and procedures. 

Leadership & Collaboration 

• Serves as a member of the Bureau’s senior management team; participates in the development of policies, procedures and processes and in the Bureau’s overall program planning activities, including recommending cost-saving and spending initiatives.
• Improve transparency and reduce redundancies in processes through a quality improvement approach. 
• Work with Bureau leadership and staff to institutionalize racial equity into all facets of the Administration and Finance operations.  
• Build relationships and communicates with Department leaders in Budget, Grants Development, Purchase of Service, Accounting offices, and other DPH Bureaus and Offices that work collaboratively with BCHAP programs. 

Preferred Qualifications: 

• Applicant must have six years of professional, administrative, supervisory, or managerial experience in financial management work of which at least two years must have been in a supervisory or managerial capacity with strong leadership and facilitation skills. 
• Experience working with State and Federal programs with complex regulations and policies and the demonstrated ability to develop necessary strategies for effective implementation. 
• Demonstrated experience in grants management. 

• Knowledge of best practices of financial management, including financial analysis. 
• Demonstrated experience managing staff, preferably diverse staff across race, gender, sexual orientation, and other dimensions of diversity. 
• Experience working with large and complex budgets, with ability to leverage resources to maximize impact. 
• Capacity to supervise staff, including performance appraisal, employee coaching, team development, training and professional development  
• Experience developing and implementing policies and procedures related to: systems change and process improvement; internal controls and audits; and tracking and monitoring compliance with state and federal requirements. 

• Understanding of MA state budgeting process.
• Ability to set priorities and identify and implement strategies to solve problems. 

• Strong leadership, project management and time management skills. 
• Strong interpersonal and communication skills to lead, influence, and encourage others. 
• Prior experience implementing racial equity frameworks and principles 
• Ability to coordinate numerous projects simultaneously to successful completion. 
• Excellent communication and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders. 

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
