Department Summary

University of Michigan (U-M) Student Life (SL) facilitates transformational student experiences by advancing student learning and development, fostering well-being, and cultivating an inclusive and equitable campus community. U-M University Health Service (UHS), a unit of Student Life, is a AAAHC-accredited outpatient multispecialty health clinic that serves a large and diverse student body of more than 50,000 students, as well as U-M faculty and staff. UHS provides direct patient care through its primary care and specialty clinics, pharmacy, diagnostics services, as well as public health and epidemiologic surveillance. Annually UHS completes >90,000 clinician visits, >4,900 radiologic studies, >43,000 laboratory tests, and fills >25,000 prescriptions. UHS has a hybrid funding model: approximately 80% of the $27.0 million budget is funded through a capitated student health service fee, and fee-for-service revenue accounts for the remaining 20%. UHS reports administratively to the AVP of Student Life for Health and Wellness, who also serves as the Chief Health Officer. UHS uses the same instance of the Epic EMR (MiChart) as Michigan Medicine. UHS is located on the U-M central campus adjacent to downtown Ann Arbor and historic State Street.

Job Summary

The Laboratory Manager will be responsible for the daily management of the administrative, supervision and operational activities of the UHS Laboratory, a CLIA-waived high complexity lab performing hematology, immunochemistry, serology, bacteriology, parasitology, molecular PCR testing and urinalysis. Collaborate with all UHS departments, Michigan Medicine, and outside agencies to ensure patient, clinician and organizational needs are met.

Operations & Administration (60%)

• Establish and oversee the implementation of all administrative and operational procedures in Laboratory
• Evaluate Lab operational activities and recommend, develop, and implement modifications to improve operations
• Manage the expenditure of funds and adjust Lab operations within budget limitations including ongoing
• Perform cost/benefit analysis and system reviews. Monitor Lab revenue to ensure continuing positive revenue streams
• Collaborate with Business Office staff to assist with coding of lab procedures in order to maintain third party reimbursement
• Design, develop, implement, and maintain Quality Improvement (QI) programs
• Perform various clinical tests for the diagnosis and treatment of disease, including the quality control procedures that pertain to the testing performed, in order to analyze the effectiveness of laboratory processes and procedures, and to facilitate workflow
• Collaborate with the clinical units to meet their diagnostic testing needs. Coordinate the functions of the Laboratory with other UHS units
• Manage/oversee the provider performed microscopy (PPM) and point of care (POC) testing in the building, including: review quality control (QC) and temperature logs, arrange for and report proficiency testing, verify that providers receive initial training and complete annual competencies of direct observation and online training (i.e., Cornerstone), verify that manuals for PPM and POC are up-to-date and are reviewed annually by the Laboratory Director at Michigan Medicine
• Design and manage a process of ongoing competency testing for laboratory staff
• Oversee the evaluation and purchasing of equipment and supplies, under the general direction of the Facilities Coordinator (or designee)
• Supervise or participate in troubleshooting of equipment, instruments, and laboratory testing systems, when necessary
• Represent the Lab to UHS administrators, outside agencies and other collaborators
• Represent the Lab on UHS committees and work teams as assigned. Participate in meetings and activities of the Administrative Forum (AdForum) and other relevant committees.
• Oversee research collaborations involving the UHS laboratory and coordinate these efforts with the UHS Medical Executive Committee such as partnering with MM on infectious illness outbreaks (relatively rare)
• Oversee partnership with outside labs utilized by the University Health Service (e.g., MLabs Quest Laboratories)
• Optimize and monitor the progress of administrative procedures, policies, and workflows
• Prepare progress reports, proposals, and plans for improvement
• Liaise with shared services (e.g., SL Human Resources, Business & Finance, Technology Services)
• Identify and resolve issues, manage change, and escalate issues to achieve desired outcome
• Champion ongoing continuous improvement efforts and high reliability throughout the organization
• Connect information across sources, units, and initiatives, gathering new information in a systematic manner, as needed
• Obtain relevant benchmark information in support of unit objectives
• Execute relevant agreements with internal and external partners (e.g., learners, partial staff appointments)
• Monitor and plan for capital and other purchases.
• Escalate budgetary concerns to the supervisor in order to ensure financial stewardship
• Support the Administrative Director with assistance with the strategic priorities of the lab

Management and Supervision (20%)

• End-to-end supervision (hire, orient, train, schedule, coach, discipline) of direct reports.
• Manage workflow, schedule, including vacation request, sick time and time sheet approval
• Supervise and direct the process for providing a program for Continuing Education for all laboratory staff and for providing in-service learning for clinical staff as needed. Participate in conferences, workshops and staff development programs for laboratory staff
• Oversee the duties of medical technologists, senior clinical technologists, patient care technician associates, laboratory clerical staff, and other laboratory personnel
• Provide meaningful feedback, deliver clear job expectations, and professional development opportunities to staff
• Maintain staffing levels and develop contingency plans for demand surge
• Engage staff in team building and staff recognition
• Model and champion high standards for service excellence
• In partnership with SL Human Resources: address employee concerns, complaints, and grievances; manage salary and compensation; navigate contractual requirements of bargained-for staff

Compliance (10%)

• Ensure laboratory operations are compliant with CUA, HIP AA, OSHA, and other regulations
• Ensure compliance with institutional, third-party, and federal regulations with respect to Health Information Management (HIM), protected health information (PHI), Occupational Health & Safety
• Administration (OSHA), billing, information technology, and the electronic health record
• Ensures that policies, procedures, and standards are developed and maintained in accordance with standard practice guidelines, regulations, licensure and accreditation standards
• Assure compliance with safety programs
• Develop and revise policies, procedures, and guidelines relevant for accreditation (AAAHC)
• Oversee tracking license and/or certification status for staff, keeping records of associated expiration dates and notifying staff about renewal timing, as appropriate

Communication & Reporting (10%)

• Prepare or oversee the preparation of special and periodic activity reports on operations, costs, and new program ramifications, and recommend changes for improved operations.
• Build inclusive relationships with key partners, and model respect, resourcefulness, and collaboration
• Membership and participation in professional organizations
• Serve as a unit liaison to and partners with internal and external stakeholder groups (e.g, MLabs), providing organizational information and representing the interests of the unit

• Respond to inquiries from relevant stakeholders

• Baccalaureate degree in Medical Laboratory Science, Medical Technology, Microbiology, Biology, Chemistry or related field
• American Society for Clinical Pathology certified MLS, MT or recognized certification, registration or licensure
• 2+ years experience working in all phases of laboratory medicine including microbiology
• Supervisory experience
• Experience and/or knowledge in budget management
  

• Knowledge in implementation of a laboratory information system (LIS)
• Experience using Epic/MiChart
• Advanced experience with Microsoft (MS) suite of tools, including Excel and Powerpoint (or non-MS equivalent)

Work schedule

• Full-time, in-person, 40 hours/week position, generally coinciding with hours UHS is open (Monday through Friday, 8am-5pm). Occasional coverage of Saturday clinics (9am-12 noon) from Sept-May.

Physical requirements

Ability to do computer work on a full-time basis, which may require moving throughout a 4-story building, being in a stationary position for extended periods of time, and doing repetitive tasks.
