The Prevention and Community Health (PCH) Division supports the agency mission by collaborating with partners and stakeholders to enhance the health of individuals, families and communities and eliminate health inequities. This position is in the Child Health unit in the Thriving Children and Youth (TCY) Section in the Office of Family and Community Health Improvement (OFCHI). The CHU focuses on programs, policies, and systems that affect the health and well-being of children (primarily ages 0-11 years) and their families, with a strong, intentional focus on equity and racial justice.
The permanent Health Service Consultant 3 fulfills primary prevention goals by assuring all children in Washington State can develop their full potential, regardless of race, ethnicity, income, or neighborhood. This position provides leadership and consultation in early childhood health, safety, and development, collaborating with partners and stakeholders to promote integrated systems of care in Washington State. With the TCY Section Manager, CHU Supervisor, internal team, and external facing advisory councils/workgroups, they lead the Early Childhood Comprehensive Systems (ECCS) Cooperative Agreement, focused on building/strengthening early childhood systems of care that are equitable, sustainable, comprehensive, and inclusive of the health system to promote early developmental health and family well-being, beginning prenatally.

This position provides leadership and consultation in early childhood health, safety, and development, collaborating with partners and stakeholders to advance statewide systems of early childhood developmental promotion, screenings, and interventions in Washington State. With the TCY Section Manager, CHU Supervisor, internal team, and external facing advisory councils/workgroups, they lead the Early Childhood Developmental Health Systems (ECDHS) initiative, focused on improvements in early childhood developmental (ECD) health and well-being (e.g., child flourishing, family resilience) and reduced disparities associated with childhood poverty.

Work setting The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, WA duty station for work activities as needed. In-person work is infrequent. Any in-person work would be scheduled in advance.

Option 1: Eight (8) years of research-informed and community-driven program management or consultative experience focused on family, child, or youth health.
Option 2: A Bachelor’s Degree in Public Health, Behavioral Health, Health Care Administration, Social Work, Public Administration, Nursing or other closely allied AND four (4) or more years of research-informed and community-driven program management or consultative experience focused on family, child, or youth health.
Option 3: A Master’s Degree in Public Health, Behavioral Health, Health Care Administration, Social Work, Public Administration, Nursing or other closely allied AND two (2) or more years of research-informed and community-driven program management or consultative experience focused on family, child, or youth health.
