Summary of the job

The Compliance Manager is responsible for the overall operation of agency’s Compliance Division, which includes the Inspection and Engineering units.

Teams of individuals from the Compliance Division implement the agency’s principal air regulatory programs required under the Washington Clean Air Act and the Federal Clean Air Act, including Registration, Title V Air Operating Permits, New Source Review, Asbestos, Outdoor Burning, and Woodstove Enforcement programs. The Compliance Manager is responsible for ensuring these programs meet requirements of federal, state, and local clean air statutes and regulations, and are implemented efficiently and effectively.

This position is a member of the agency leadership team, providing strategic direction, expertise, guidance, and insights on the agency’s operations, ensuring cohesiveness and alignment with the agency’s overall mission, values, and strategic plan.   

Essential Functions/Responsibilities/Duties

• Oversee all activities and services of the Compliance Division including prioritizing work, and setting goals, direction, and expectations.
• Establish, implement, and monitor policies, procedures, and standards of the Compliance Division to ensure compliance with applicable regulations and the efficient and effective operation of activities.
• Communicate and meet regularly with teams from both programs and with the Executive Director to ensure effective and efficient operations, and to communicate direction and expectations.
• Meet regularly with Inspection and Compliance Supervisors to discuss performance of the Compliance Division and to develop strategies for meeting the agency’s goals.
• Monitor work performed by both units and provide necessary feedback to foster continuing improvement in the quality and efficiency of the services provided.
• Respond to escalated, sensitive, or complex inquiries and complaints from internal staff or external parties.
• Build and maintain collaborative relationships with the agency’s management team and “clean air partners” (i.e., EPA, Ecology, and other local clean air agencies and NACAA) to communicate and help develop consistent and effective clean air strategies.
• Monitor regulatory and legislative developments affecting the agency’s programs, research issues, and works with Executive Director as needed to implement changes in programs as appropriate.
• Provide expert testimony and/or summary reports during hearings and public meetings.
• Determine staffing needs based on workload analyses, develops job descriptions and announcements, and make recommendations for hiring new compliance and engineering staff to meet workload needs.
• Assure permit fees cover fee eligible costs, including review of monthly financial statements and completing an annual workload analysis and budget for each fee program.
• Assure financial accountability requirements of the Inspection and Engineering units are met. This work requires overseeing the agency’s time and workload accountability systems.
• Oversee development of rules, programs, standard procedures, templates, and other tools to implement the agency’s core programs effectively and efficiently.
• Report on Compliance Division to ORCAA’s Executive Director and Board of Directors.
• Lead the Agency’s Safety Committee.
• Assume duties of the Executive Director when assigned, as delegated by the Executive Director.
