The Institute for Security Governance seeks a Senior Lecturer to support Allied and partner nations seeking to strengthen their defense acquisition capabilities. The Senior Lecturer will teach and advise partner country personnel in one or more of the following international defense acquisition related areas: international defense acquisition program management, acquisition logistics, life cycle cost management, contracting and contract management, supply chain management, defense acquisition project management and international defense acquisition negotiations. All of our programming is tailored to the host nation’s specific context and requirements. We do not teach solely the U.S. Department of Defense acquisition system, but rather focus on the underlying fundamental concepts, their application, and global best practices in international defense acquisition management. Successful candidates will have a demonstrated interest in and experience teaching internationally. The IDARM team conducts events in the Continental United States and across each of the Geographic Combatant Commands. The majority of IDARM events are conducted overseas, generally for an audience of mid-career to senior level military officers and their civilian equivalents from the Armed Forces, Ministry of Defense or other institutions. The Institute for Security Governance (ISG) is the Department of Defense’s leading implementer for Institutional Capacity Building (ICB) and one of the primary international schoolhouses, operating within DSCA's broader SC mandate to train, educate, advise, and support foreign partners. Located at the Naval Support Activity Monterey (NSAM) in Monterey, California, ISG executes about 450 partner-facing engagements annually. This is an Excepted appointment for an initial three years, which may be renewed every one, two, or three years, indefinitely. While this is advertised as a remote position, if the selected individual prefers to work from the ISG offices in Monterey, California, a relocation incentive may be possible. If Monterey is not the duty location no relocation incentive will be possible. The pay range will be based on final location of the work site. This position is with the Defense Security Cooperation Agency (DSCA), Defense Security Cooperation University (DSCU), Institute for Security Governance (ISG), Practice and Capability Division. DSCA's mission is to advance U.S. national security and foreign policy interests by building the capacity of foreign partners in order to encourage and enable allies and partners to respond to shared challenges. DSCU is the DoD’s center of intellectual life for Security Cooperation (SC). DSCU delivers the education, training, research, and analysis to the U.S. SC Workforce and Institutional Capacity Building (ICB) and education to our allies and partners. DSCU supports DSCA’s mission of training, educating, and providing for the long-term development of the SC Workforce and enabling Partner Nations (PNs) to effectively, efficiently, and responsibly manage their security institutions. Through the work of DSCU, U.S. personnel become SC community practitioners and PN’s develop responsible, effective security establishments based on the rule of law, civilian control of the military, and respect for democracy and international human rights.
