Under administrative direction from the Tax Commissioner, administer, direct, organize, and coordinate the Compliance Division within the Nebraska Department of Revenue’s executive leadership team. The Compliance Division currently includes litigation, audit, and collection functions. Focus of this position is less on day-to-day operations and more on broader, overarching strategic planning, and system analysis. A successful candidate must develop policies of significant scope and impact, advocate for changes or enhancements for section, division, or agency staff and external partners including elected officials and use significant judgment to resolve problems and identify new and major program initiatives. Decisions made at this level have a major impact on agency and state operations. Interface typically occurs with the Tax Commissioner and other members of the executive team and other agencies, and with taxpayers and their representatives. Knowledge of: Federal and State tax laws and regulations, business practices, and related resources. Quality assurance/performance improvement principles and programs and methods of analyzing continuous improvement. Business and management principles including strategic planning, resource allocation, human resources, leadership and coordination of people and resources. Principles of supervision and staff development. Budget administration practices Ability to: Model the values of the Department. Develop and implement strategic plans to meet Department goals. Establish program objectives and performance goals and assess progress. Identify and analyze organizational and operational problems and develop and implement timely and economical solutions. Exercise judgment, decisiveness, and creativity in critical and/or unexpected situations. Establish and maintain satisfactory working relationships with managers/administrators, professionals, elected officials, employees, and the public at large. REQUIREMENTS: Bachelor’s degree in accounting, finance, business administration, public administration, law, or other related field, plus two years of revenue function or tax program experience, and four years of experience coordinating, leading, or supervising others. Progressively responsible experience with Revenue functions or tax programs may be substituted for formal education on a year-for-year basis. Prefer: Candidates who are licensed (active or inactive) as a Certified Public Accountant with the Nebraska Board of Public Accountancy or the Nebraska Supreme Court as an attorney. |
