King County Metro Transit is looking to hire 8 Transit Capital Project Managers (IV) within the Capital Division. The Transit Capital Project Manager IV positions will assist in delivering the METRO CONNECTS vision. Metro's commitment includes support of the existing systems by keeping current assets in a state of good repair.  METRO CONNECTS requires a substantial expansion of capital investments to create optimal transit travel conditions to keep buses moving safely and on time.  The new Transit Capital Project Managers will join a mid-size group of dedicated and hardworking staff that support the current and planned programs within the Capital Project Delivery section. These positions will manage a wide variety of capital projects from project initiation/planning, design development, construction and close-out.  These positions oversee all aspects of scope, schedule, budget, risk, quality, stakeholder and team resource management and overall client and customer satisfaction.  These capital project management positions work collaboratively to resolve issues in order to successfully deliver routine, non-routine, and complex design and construction projects within programs identified in sub portfolios within the Transit Capital Division.

Position Information: We currently have openings for 8 full-time, career service Transit Capital Project Manager IV positions within the Capital Project Delivery Section of Metro Transit’s Capital Division. In addition, this selection process may be used to generate an eligibility pool to fill future Career Service, Special Duty Assignment (SDA)/Term-Limited Temporary (TLT) vacancies that may become open for this classification. The pool will be valid for 12 months upon creation and may be used at the discretion of the hiring manager(s) until exhausted or until all candidates are placed.

2023 Transit Capital Project Manager IV (Transit Engineer V)         $125,715.20 – 159,348.00
2024 Transit Capital Project Manager IV (Transit Engineer V)         $131,227.20 – 166,358.40  

Job Duties

Transit Capital Project Manager IV (Transit Engineer V) - Incumbents in this classification are considered advanced/senior level capital project managers.  They are responsible for non-routine, complex or high-risk capital projects and/or multifaceted programs from project initiation to close out of the project. Incumbents oversee all aspects of cost and schedule, and resolution of issues that pertain to successful project delivery. The Transit Capital Project Manager IV (Transit Engineer V) is expected to work much more autonomously with little direction and may serve as a Lead for a program of projects, providing guidance to multiple project managers sharing a similar body of work. Additionally, incumbents will:

1. Independently manage the planning, design, construction, and post-construction of capital projects, which are of the highest level of complexity or risk, which meet King County's strategic goals or the business needs of the implementing agency, by overseeing all aspects of cost and schedule, and resolution of issues that pertain to successful project delivery. 
2. Lead a group of project managers on a specific program area or body of work including providing day to day guidance and support of peers, developing standard work and process, and coordinating multiple concurrent efforts within the program area/body of work. Leads do not perform supervisory task such as performance assessments or work assignments but may collaborate with supervisors to support resource prioritization within their work area. 
3. Prepare memos, reports, studies, correspondence, long range plan, and/or presentations. Compile reports related to project completions, revisions or changes and compare information with project schedules. Milestone reporting for project. 
4. Develop & use cost estimates or budgets for program. Make recommendations for budget priority. 
5. Developing and/or supporting governance structures to facilitate durable, effective, and documented decision making.
6. Develop, oversee and/or manage project schedule. 
7. Identify potential problem areas, take corrective action, advise others of required actions, and escalate unresolved difficulties as necessary to ensure successful completion of the work. 
8. Review, prepare and process documents necessary for applicable notices, permits, and approvals. 
9. Coordinate with public and political stakeholders.  
10. Cultivate a collaborative work environment that actively includes diverse viewpoints, embraces, and appreciates diversity, expects and ensures mutual respect, and promotes cooperation for both internal and external project team members. 
11. Negotiate consultant contract issues, provide direction & decision-making on changes to the project scope, and project implementation matter. 
12. Develops RFPs with procurement staff including composition of Scopes Of Work and RFP evaluation criteria, participates in selection panels/processes, negotiates scope, schedule, and budget with consultants and contractors. 
13. Monitor the work of consultants and/or construction contractors to ensure compliance with plans, specifications, and that materials and workmanship meet acceptable industry standards. 
14. Develop Capital Improvement Plan (CIP) narratives. 
15. Assist in developing systems designed to maintain scope and reduce time and costs of delivery of capital projects. 
16. Lead or assist in organizational process improvement/continual improvement/modernization activities including composition of standards and standard work practices, developing instructional materials to share process improvements with others, review/update of existing templates, manuals, guidelines, etc.
17. May maintain liaison with various committees, and public and political officials, including those officials with special responsibilities or interests in assigned project(s); may establish and maintain lines of communication and liaison with designated Federal State, City and County agencies. 
18. Perform other duties as assigned.

Work Location:
This is a hybrid position. The main work site for this position is King Street Center, 201 S Jackson St., Seattle, WA 98104.

Work Schedule 
The work week for these positions are normally Monday through Friday, 8:00 a.m. – 5:00 p.m., but work outside of the normal work day may be required. Alternative work schedules may be considered.
These positions are exempt from the provisions of the Fair Labor Standards Act and are therefore not eligible for overtime pay.

Teleworking Requirement
The work associated with this position will be performed predominantly by teleworking, complemented by onsite work and in-person meetings as needed and is expected to transition to a hybrid work arrangement in 2024. This is subject to change at the discretion of the hiring manager(s). Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. May be required to work in adverse weather conditions.

Necessary Special Requirements 
A valid Washington State driver's license (or ability to obtain Washington State driver's license upon hire) or use alternative transportation modes to travel to off-site locations is required.
