Contract Specialist I

The Contract Specialist I, under supervision, facilitates the contract administration process, including data entry into the contract management database, maintenance of paper files, routing and approvals, monitoring existing contracts. Work hours: Mon-Fri; 8 AM-5 PM or as work requirements indicate. Must be able to work remotely at the request of the University.Â

Prepares scope of work, writes contracts, reviews terms and condition, and makes recommendations.
Ensures contracts are in compliance with Federal and State laws and other policy guidelines.
Monitors status of contract, including contract expirations, renewals, and extensions, and maintains contract files on databases.
Communicates regularly with stakeholders to facilitate and understand desired outcomes and ensure information is correct and meets expectations.
Assists in annual review of contract administration planned related rules and procedures. Assist in the preparation of the reports.

Essential Duties and Tasks:

65% Contract Assistance and Compliance

Assists in preparing scope of work, contract writing, and terms and conditions review.
Assists in monitoring the status of contracts, including expirations, renewals, and extensions.
Assists in performing reviews to ensure compliance with applicable policies, laws, and regulations.
Assists with finance reporting to federal and state agencies, including financial reporting, payroll and purchasing approvals, billing, reconciliations, cost transfers, cost sharing, sub-recipient monitoring, time and effort certification, new accounts setups, closeouts, and troubleshooting.
Assists in annual review of contract administration planned related rules and procedures.
Assists in the preparation of reports.

15% Stakeholder Communication and Coordination

Communicates regularly with stakeholders to facilitate and understand desired outcomes; ensures information is correct and meets expectations.
Helps provide customer service functions and answers contract questions; attends meetings to discuss tentative agreements or negotiate existing contracts.
Assists collaboration with various departments and offices to ensure contract compliance with all laws and policies.

20% Duty Title (for the department's use)

Remaining Percentage Can Be Determined by Department to Meet Business Needs or Can Be Incorporated into Percentages Above.

Education and Experience:

Â·Bachelorâ™s degree in Business, Accounting, Finance or closely related field or equivalent combination of education and experience.

Required Licenses and Certifications:

Â·Must be a Certified Texas Contract Manager in accordance with the State of Texas requirements or have the ability to obtain the certification within twelve (12) months of employment.

Knowledge, Skills and Abilities:

Excellent verbal and written communication, organizational, interpersonal, proofreading, and time management skills.Â
Ability to prioritize and manage multiple projects and meet deadlines.Â
Skills in word processing, spreadsheets, and database software.Â
Customer service and problem-solving skills.Â
Ability to multitask, work independently and work cooperatively with others.

Salary:Â

Commensurate with experienceÂ Â

The target base annual salary is $44,000 may be negotiable based on funding availability and candidate experience/skillset in relation to the minimum requirements of this position.
