Job Description Summary

The Office of School and Community Engagement (OSCE) serves as a dynamic nexus connecting Penn's Graduate School of Education (GSE) and the school communities of the city of Philadelphia. Using a responsive partnership approach, the Office connects students and families, educators, school administrators, and community organizations with Penn GSE's expertise and resources. We aim to improve the educational outcomes and overall wellbeing of all members of Philadelphia schools and communities through equity-driven collaborations that promote high quality teaching, learning, and leadership.

The Associate Director of Collaborative Partnerships, Engagement, and Inclusion will be instrumental in achieving the office's mission of serving as a dynamic nexus that connects Penn GSE to external partners, other schools within the university, and the surrounding community. This role will provide systems-level support, strengthen partnerships, and foster collaboration. The Associate Director will be responsible for developing and implementing strategic initiatives that enhance partnerships, boost engagement, and promote diversity, equity, and inclusion across all levels. Acting as a liaison among key stakeholders-including the School District of Philadelphia, Penn GSE students, faculty, staff, alumni, and neighboring higher education institutions-the Associate Director will identify and leverage university resources to achieve the office's goals and advance Penn GSE's strategic plans. This position will also guide programmatic objectives that enhance cooperation among partners and offer strategic guidance to both internal and external collaborators. Key responsibilities include managing relationships with stakeholders, driving community engagement efforts, and ensuring office initiatives exemplify best practices in equity and inclusion.

This position is contingent upon grant funding until June 30, 2029.

Job Description

Responsibilities

Serve as Co-Director of a major multi-year, grant-funded project, providing leadership and administrative oversight for the project operations and major priorities in partnership with key stakeholders/partners to design and implement a new program supporting the School District of Philadelphia high school students.

Working collaboratively with key partners to envision and establish the new high school program by outlining a comprehensive strategic plan that defines the goals and objectives of this project to ensure it has an alignment and impact envisioned by project leaders and donor
Develop criteria for selecting partner schools in the District by researching data and creating background information based on the criteria.
Assist in designing and recommending research- and evidence-based practices and instructions to address the specific needs of the students assigned to the selected school(s).
Collaborate with key partners to assess students' readiness to participate in the project, analyzing school and student data to inform the process.
Engage with key partners and project stakeholders (including teachers, parents, administrators, and community members) to elicit, review, and respond to needs, concerns, and expectations in the design of the project.
With the Co-director, hire and supervise program staff for selected initiatives, ensuring alignment with program goals and timelines.
Monitor the budget expenditures and make recommendations for using project funds with the co-director and OSCE Director.
Co-plan with school social worker(s) professional development offerings on best practices and strategies for implementing social services to improve students' academic and behavioral outcomes.
Organize and lead career readiness workshops for program participants with professionals to engage with students about qualifications and preparation to work in different professional fields.
Design and facilitate experiential learning opportunities such as internships, job shadowing, and mentorship programs with professional organizations in various fields.
Co-develop with key partners Family and Community Engagement events, sessions, and workshops to support the families and caregivers of participants.
Organize and implement on-campus experiences/events to provide opportunities for participants and their families, including campus tours, student workshops and group activities, faculty and student panels about the college experience, and career exploration.
Co-develop, direct, and lead the logistical and instructional components of full summer and year-round Saturday programming for enrolled students.
Develop and lead Penn student mentorship initiative that supports students enrolled in the program.
Support the evaluation team in assessing progress toward project goals and evaluation metrics.

Develop and maintain collaborative partnerships by strengthening strategic internal and external connections that bolster OSCE's capacity for impact through outreach to key constituents, including the School District of Philadelphia, GSE students, faculty and alumni, community leaders, philanthropic, non-profit, and corporate partners.

Portfolio Strategy and Vision:

Working with the OSCE leadership team to develop partner intake process, execution, and performance management strategies that align with OSCE's mission and goals for internal and external partners
Define, develop, evaluate, and pilot new/ongoing initiatives and practice models for the use of innovation and transformation methodologies in schools and the neighboring community
External: Develop new/ongoing strategic projects focused on strengthening collaborative partnerships and supporting community groups such as the Leader Learning Network, supporting local district leaders in the School District of Philadelphia with professional development opportunities, and other projects as assigned.
Internal: Develop new/ongoing strategic projects to strengthen GSE student engagement within GSE and the community in collaboration with OSS, division leadership, and pre-service programs.

Maintaining up-to-date and in-depth knowledge of best/emerging practices in equity and inclusion, adult learning, and continuing and professional development for office initiatives.

Perform additional duties as assigned.

Qualifications

REQUIRED:

Master's Degree in an education-related field; minimum 2-3 years' experience
Excellent organization, communication, and analytical skills
Ability to manage projects independently and demonstrated ability to manage multiple tasks simultaneously
Excellent collaboration and teamwork skills
Strong problem-solving and organizational skills, high attention to detail
Excellent oral and written communication skills
Knowledge of current trends in continuing and professional education.
