Scheduled Hours37.5Position SummaryThe Associate Dean for Administration provides leadership in financial planning, reporting and analysis, and administration of the Schoolâ™s business and financial operations. Directs fiscal strategy in accordance with the Schoolâ™s vision and mission by supervising all areas of business operations, including accounting & finance, human resources, compensation and payroll, grant administration, and professional educationâ™s finance & human resource functions. Coordinates activities with other leadership such as facilities planning & management, computing & information technology, and graduate student services. Collaborates with members of the Universityâ™s Central Administration, including: Financial Services, Human Resources, Information Technology, Facilities, and Special Projects Accounting.Job DescriptionPrimary Duties & Responsibilities: Financial Planning, Analysis and Oversight - Implements a school-wide budget planning and management system that reflects the schoolâ™s strategic priorities; supports the deanâ™s, faculty and unit managersâ™ decision making; and provides ongoing accountability for resource use at the school.
- Working closely with the dean, produces the schoolâ™s annual budget and participates in the university budget planning and review process. Prepares senior leadership level analysis and presentations.
- Manages preparation of reporting packages that include financial statements, comprehensive performance indicators, analysis of key trends, actual vs. budget variances and completes executive level explanations of differences.
- Generates proposals and analyses for the schoolâ™s tuition and financial aid policies.
- Represents the school in financial reviews and negotiations with the central administration. Interacts with WU senior leadership, providing insight and information to meet the reporting requirements and deadlines of the Central Finance areas.
- Works with the dean, division leaders, program directors, and associate deans to produce annual and long-term operating and capital budget proposals.
- Actively participates in the schoolâ™s long-term strategic planning effort, producing analyses and proposals for changes in long-term resource use and development.
- Produces short-run data on the schoolâ™s financial performance for the dean and key members of the senior management team. Produces long-run trend data on financial indicators for the schoolâ™s long-range plan. Produces public reports regarding the schoolâ™s performance for external bodies.
Human Resources Management - Supports the Manager in accomplishing the following objectives:
- Provides strategic direction and execution for all Human Resources policies, practices, and programs for the school;
- Payroll administration, processing oversight and review/approval;Â
- Budgeting, reporting and analysis;Â
- Compliance with university, Federal, International and other requirements and regulations.
- Works closely with the division leaders, program directors, ADâ™s and the HR & Payroll Manager to ensure personnel issues such as compensation, performance management, recruitment and retention, policies, disciplinary issues, staff development and immigration status are dealt with in a uniform and timely manner.
Financial Management and Business Operations - Recruits, manages, develops and evaluates a high performing team.
- Assures the quality and timeliness of accounting, payroll, reimbursements, use of university vendors, insurance, transfers, other financial transactions and business office functions.
- Maintains an adequate system of internal controls throughout the school.
- Works closely with departmental administrators to assure financial compliance for grants and contracts, information and reports for faculty and centers, and timely resolution of financial problems as they arise.
- Manages all tax reporting requirements and audits of the school. Ensures corrective action is taken on noted deficiencies, if any.
- Assures a professional, responsive and customer-focused atmosphere in the business office.
Central Fiscal Unit Collaborations - Collaborates with members of the Central Fiscal Unit: Information Technology, Financial Services, Human Resources, Registrar, Alumni & Development, Office of Sponsored Research Services, Sponsored Projects Accounting, Office of International Students, and any other organizations on university-wide projects and decision-making initiatives.
- Participates as a member of the many Steering Committees â“ in the functional areas listed above.
- Involved in various other subgroups involving university-wide budgeting, analysis, planning, reporting processes and tools.
Other Functions - Participates actively in the deanâ™s leadership team, proactively identify issues for attention, and make recommendations for improved financial management.
- Builds network of peers with directors and other business units around Washington University.
- Special projects and duties as assigned by the dean.
