Supports all departments in the Facilities Management division as needed to ensure campus building and utility mechanical systems perform effectively and efficiently. Applies engineering skills to modify or develop standards, methods and procedures to fit the needs of the College of Charleston. Continually evaluate mechanical engineering problems and recommend effective corrective action. Responsible for providing recommendations in the development of a mechanical system capital renewal program including participation and oversite of building audits and inspections. Provide recommendations in design of campus building automation system and mechanical system sequence of operation. Oversee coordinating mechanical construction and renovation of existing and new facilities. Develops standards for equipment specifications, drawings commissioning specific to the needs of the College of Charleston. Review all projects with Mechanical scope of work for compliance with these requirements. | Minimum Requirements | Bachelor’s degree in Mechanical Engineering and a minimum of 3 years work experience in HVAC and mid-level mechanical engineering required. Master’s degree preferred. CEFP preferred. LEED Accreditation preferred. Experience with facility contract administration related to A & E and/or public arenas (Federal, State, County agencies) preferred.
Must be knowledgeable of all mechanical codes, OSHA safety requirements/regulations and work practices relevant to mechanical fields.
Must have valid SC driver’s license as the employee will be required to drive state vehicles to transport equipment &/or personnel as needed.
Experience in utilizing on-line work order systems is a plus. Skill with electronic devices such as iPhone and iPad is preferred. Must be able to follow oral & written instructions.

Must have knowledge of principals of building design, construction & materials necessary to repair & maintain College facilities. Must have knowledge of planning techniques, estimating costs & scheduling of assets to meet deadlines. Ability to prepare & present comprehensive reports or plans pertaining to an effective long-range maintenance & repair program for the College. Must be proficient in MS Word & Excel, Acrobat PDF. Serves as mechanical systems subject expert and be a resource for Facility Operations shop staff regarding the campus HVAC mechanical systems and building automation system (BAS) . Acts as a resource and point of contact to the campus controls contractor and other mechanical contractors for the HVAC Shop Supervisor on HVAC system and control issues. Works with the campus energy engineer to develop and implement a building energy improvement strategy to optimize building performance and promote energy efficiency.
Responsible for auditing building mechanical systems to determine they are performing effectively and efficiently. Building mechanical systems include but are not limited to cooling systems, heating systems, dehumidification systems, ventilation systems, building HVAC controls, air and water distribution systems, and building plumbing systems. Analyzes HVAC systems and equipment when necessary to find inefficiencies or malfunctions and create solutions to optimize performance and increase the efficiency of operation. Designs testing procedures and control equipment to accurately assess products and identify areas that require modification and further testing. Communicates directly with customers to understand their operational environments in order to evaluate cost, feasibility, and implementation of new and existing HVAC equipment. This also includes bid coordination and solicitation; consultant and contractor coordination and communication; Office of the State Engineer (OSE) document preparation and review; procurement and installation oversight of all project specifications; punch list development and enforcement; and project closeout.
Coordinates with consulting engineers who design and specify building and utility mechanical systems. Reviews and critiques mechanical design drawings and specifications for new and renovated buildings. Inspects mechanical construction and renovation projects to determine conformance with plans, specifications, applicable codes and regulations, schedules, established deadlines and budgets.
Coordinates and conducts meetings involving architects, engineers, contractors, state officials, and College administrative personnel for the purpose of scheduling, planning and resolution of conflicts on construction and renovation projects. Accurately and promptly provides information required by project architects and engineers. Represents the College as supervisor of consultants, work crews and contractors.
