Responsible for managing capital programs, capital planning, and operations for the Landfill and Solid Waste Site Operations. The Deputy Director reports to the Director of Solid Waste and completes director level responsibilities and specific projects as directed by the Solid Waste Director and serves as the acting director in the Director’s absence. Essential Functions and Other Important Duties Essential Functions: - Directs the Landfill and Site Operations Managers to organize the workflow of disposal operations, including establishing priorities and work sequences, allocating equipment, material, and manpower; coordinates changes in procedures and workflows to reflect changes in operational demands.
- Establishes and implements organizational vision and strategic plans for operations and staff under the position’s purview. Demonstrates highly developed problem solving, technical, performance management, presentation, and media skills.
- Establishes and maintains operational and capital plans with time horizons extending to five years and beyond. Implements and manages capital projects within a large municipal organization that is fast paced and demanding. Directs operations to ensure short term results support the department’s long-term objectives.
- Demonstrates exceptional leadership skills and a proven track record of conveying organizational vision and delivering quality results. Performs supervisory duties over division managers, which includes employee recruitment, selection, training, counseling, evaluating, discipline, and termination

- Works with the Director of Solid Waste to prepare the capital improvement plans and the annual budgets for the Landfill and Site Operations, including capital programs, operations, rate design, and forecasting.
- Responsible for conceptualizing and establishing resource management policies and procedures for capital plans, equipment, vehicles, and staff.
- Articulates clear expectations and goals for divisions, work groups, and individual staff. Establishes performance measures and delivers high level results by mentoring, coaching, and developing his/her workforce.
- Analyzes and evaluates the performance of his/her operations and staff. Works closely with the General Manager of Utilities and the Solid Waste Director to provide reports demonstrating departmental performance and status of capital projects.
- Ensures that division managers and supervisors motivate employees to highest level of performance, conducts subordinate manager’s annual performance reviews, and reviews subordinate manager’s appraisals of employees.
- Effectively communicates with all levels of staff, community stakeholders, and members of the Public Utilities Board and City Council. Demonstrates the ability to communicate complex issues in a straightforward manner through all communication mediums.
- Develops short- and long-range capital plans and programs for Solid Waste. Initiates and/or directs engineering, operational and maintenance studies for the continuous improvement of the department’s landfill.
- Develops agenda items for the Public Utilities Board, Planning and Zoning Commission and City Council; attends Public Utility Board meetings and presents information as needed.
- Performs the duties of the Director of Solid Waste and may serve as acting Director when requested.
- Responds to citizen complaints, inquiries from City Council members, requests for information from other city departments, and similar information requests.
- Maintains regular and punctual on-site attendance
