The City of Corsicana is a home rule municipality and operates under a council-manager form of government. There are four City Council Members, elected by precincts, and a Mayor, elected at-large. Positions that are appointed and/or confirmed by the governing body include: City Manager, Finance Director, Economic Development Director, Human Resources Director, Police Chief, Fire Chief, Environmental Services Director, Engineering Director, Parks and Recreation Director, Library Director, Main Street Director, and the Public Works Director. The Administration Department is made up of the City Manager and Executive Secretary and has an annual budget of $504,992. The City Manager is responsible for the proper administration of all the City’s affairs by charter, ordinance, or directive of the City Council, and they directly oversee the 12 Departments and Department heads, including the Finance Director, Economic Development Director, Human Resources Director, Police Chief, Fire Chief, Environmental Services Director, Engineering Director, Parks and Recreation Director, Library Director, Main Street Director, Public Works Director, Utility Billing Manager, Court Administrator, and Executive Secretary. Reporting to the Mayor and the City Council, the City Manager is responsible for directing Administration Department activities. This includes developing policies and procedures; presenting annual budgets; forecasting revenues and expenditures; and reviewing policies, procedures, and any specific issues. They will establish City goals; develop long-range programs for each area of responsibility; and review major projects. The City Manager develops strategic plans, reviews special projects, and manages economic development activities. The City of Corsicana seeks an experienced, innovative leader with a passion for the community to serve as its next City Manager. The ideal candidate is calm and approachable and a strong leader with a management style that’s open to working together as a team and motivating staff. Outstanding communication skills, both verbally and in writing, are critical for the next City Manager. The ideal candidate will be able to collaborate and develop effective community partnerships. They will be comfortable and experienced working with a city council and communicating with the public. The ideal candidate will always demonstrate honesty, integrity, diplomacy, and an ethical standard. This position requires a bachelor’s degree from an accredited college or university in public administration, business administration, economics, or a related field. Ten (10) years of progressively responsible professional experience in municipal government, including at least five (5) years’ experience as a department head, assistant city manager, or city manager, is required. A master’s degree and professional credentials are preferred. The successful candidate must have and maintain a valid Texas driver’s license with a satisfactory driving record.
