Reporting directly to the Superintendent, the Assistant Superintendent/CBO is the technical expert primarily responsible for managing the district’s financial operations and overseeing the development and implementation of the annual budget. This position is part of the District’s Management Team and the Superintendent’s Senior Cabinet. The Assistant Superintendent/CBO leads and is primarily responsible for various areas, including: accounting and payroll, budgeting, purchasing, attendance, internal controls, maintenance, building and grounds, food service, transportation, facility usage, technology, insurance programs, disaster preparedness, and loss control. RESPONSIBILITIES: - Attend all regular and special Board of Education meetings and report on district programs as directed by the Superintendent.
- Collaborate with the Superintendent and senior management to implement the Board’s adopted plans and programs.
- Assist District and site-level departments as needed.
- Contribute to District goals by working with senior managers on planning and managing operations.
- Represent the District and Superintendent at professional meetings, conferences, and other events, while staying informed about current trends and practices.
- Foster positive community relations and maintain professional confidences.
- Direct communication protocols and promote positive staff morale and relationships.
ESSENTIAL FUNCTIONS: - Develop and manage the budget preparation process.
- Determine student enrollment projections and funding estimates from various sources.
- Assess district-wide staffing and program needs.
- Oversee the business service department’s internal operations, including financial reporting.
- Manage business and fiscal activities efficiently and timely.
- Monitor and report on the district’s budget status to the Superintendent and Board regularly.
- Supervise accounting, payroll functions, and state report submissions.
- Direct and supervise various district programs including business, maintenance, grounds, technology and food services.
- Ensure compliance with legal codes and statutes.
- Advise the Superintendent on fiscal and budgetary issues.
- Ensure compliance with budget approval regulations and oversee financial planning processes.
- Prepare and present financial planning reports, cost analyses, and program evaluations.
- Coordinate the district’s annual financial audit and manage fixed assets.
- Oversee bond measures and associated projects.
- Assist in analyzing employee contracts and participate in bargaining teams.
- Attend and participate in off-site meetings as needed.
- Administer property management, facility construction, and deferred maintenance programs.
- Evaluate employees per collective bargaining agreements.
- Perform other duties as assigned by the Superintendent.
QUALIFICATIONS: Knowledge of: - Knowledge of governmental budgeting, accounting, purchasing, and contract; audit and fiscal control procedures; laws and regulations governing public school finance; technology and the implementation of technology advances for school districts; and effective supervision and evaluation of personnel.
- Accounting and financial record keeping principles and procedures especially as they pertain to governmental and school district accounting. Familiarity with the California School Accounting Manual and the principals and statements issued by the Governmental Accounting Standards Board.
