Position Summary
The Controlled Substance Compliance Coordinator ensures compliance with applicable laws and regulations related to non-clinical use of controlled substances by University of Illinois Chicago (UIC) researchers. This role involves building and maintaining a compliance system, including developing and implementing policies and procedures, working with the regulatory agencies on behalf of the institution and registrants, monitoring activities, visiting labs and facilities, providing training and education, maintaining a comprehensive database, and maintaining records to ensure compliance with federal, state, and local regulations.

Duties & Responsibilities

  • Enforce compliance of policies and procedures for researchers and laboratories using controlled substances for non-clinical use in accordance with relevant laws and regulations.
  • Develop and maintain a comprehensive database that includes, but may not be limited to, active controlled substance licenses of researchers conducting non-clinical research at UIC, controlled substance orders, purchases, authorized users, and research locations.
  • Monitor the institution's activities related to controlled substances used in non-clinical research and non-clinical treatment, including procurement, storage, distribution, and disposal, to ensure compliance.
  • Conduct regular audits and inspections to assess compliance, risks, and identify areas for improvement.
  • Maintain accurate records related to controlled substances, including inventory, usage, and disposal records, in compliance with regulatory record-keeping requirements.
  • Assist researchers to stay compliant with local, state, and federal requirements including registration, storage, distribution, documentation, disposal, and reporting.
  • Provide training and education to faculty, staff, and students on controlled substance regulations, policies, and procedures.
  • Collaborate with relevant departments and personnel to address compliance issues, provide guidance, develop policies and procedures, and ensure consistent implementation of policies and procedures. This includes working closely with but not limited to, Department of Pharmacy Ambulatory Unit, Office of Vice Chancellor for Research, Office of Animal Care and Institutional Biosafety, Drug Diversion Prevention, and other UIC Colleges with research laboratories.
  • Stay current with changes in laws and regulations related to controlled substances and update policies and procedures accordingly.
  • Serve as the point of contact for regulatory agencies and coordinate inspections and reporting requirements.
  • Respond to inquiries and concerns related to controlled substance compliance from internal and external stakeholders.
  • Participate in committees, task forces, or working groups related to controlled substance compliance.
  • Regularly update and maintain lines of communication between the Department of Pharmacy, Office of the Vice Chancellor for Research, the Biologic Resources Laboratory, the Environmental Health and Safety Office, and Office of Animal Care and Institutional Biosafety regarding non-clinical use of controlled substances by researchers at UIC.
  • Perform other duties as assigned.


    • Qualifications:

    Minimum Qualifications

    • Bachelor's degree in a relevant field such as pharmacy, chemistry, healthcare administration, or regulatory compliance.
    • Experience managing controlled substances and/or licensure, preferably in higher education or healthcare setting.
    • Strong attention to detail and analytical skills to assess compliance and identify areas for improvement.
    • Ability to collaborate effectively with diverse stakeholders and work as part of a team.
    • Familiarity with record-keeping requirements and the ability to maintain accurate and organized records.
    • Strong organizational and time management skills to prioritize tasks and meet deadlines.
    • Familiarity with controlled substance inventory management systems and related technology tools.
    • Excellent written and verbal communication skills to develop policies, deliver training, and interact with stakeholders.


    Preferred Qualifications
    Knowledge of federal, state, and local laws and regulations governing controlled substances, such as the Controlled Substances
    Act (CSA), Drug Enforcement Administration (DEA), and Illinois Department of Financial and Professional Regulations (IDFPR).
    PTCB Controlled Substance Diversion Prevention Certification.
