Principal Access Rep (ACCESS REPR PRN)
Job Summary This position is directly responsible for the following activities related to the completion of registration, securing sponsorship and completion of applications for County, State and Federal funding programs successfully.Activities required in this position are reception, registration, insurance verification, payor notification, authorization verification, securing sponsorship, educating patients or family members on various programs (Medi-Cal, Medicare, County Medically Indigent Services, Victims of Violent Crime and other financial assistance linkages), completing applications for assistance programs, making appropriate referrals/notifications, collecting payments/co-pays/deductibles and assuring all avenues of reimbursement or assistance are pursued to guarantee payment for uninsured/under insured patients.

Minimum Qualifications

- High School Diploma
- 5 years in Healthcare Field
- Working knowledge of eligibility, authorization and utilization review requirements related to Federal, State and County sponsored programs including but not limited to Medicare, Medi-Cal CMISP/CMSP, California Children services, HMO, PPO and managed care groups. Skill in analyzing a variety of factors regarding eligibility, third party payors, authorization and benefit limits to determine the need for additional facts or documentation.
- Skill in interviewing individuals from diverse cultural backgrounds, including listening perceptively, identifying and clarifying financial problem areas, interacting effectively with a variety of behaviors including fear, grief, hostility and non cooperation, ensuring that the individuals clearly understand their rights and financial options. Working knowledge of on-line registration, verification and authorization procedures.
- Ability to evaluate and continuously reprioritize workload to ensure financial security is maintained and payor timelines are met.
- Skill to quickly assimilate and retain a large body of financial information.
- Skill in writing concise, grammatically correct online correspondence. Legible handwriting to complete correspondence, forms and folder notes.
- Working knowledge of medical terminology, anatomy and familiar with ICD and CPT coding.
- Documented experience using the following computer applications: EMR, MS Office, Outlook, Citrix, & Internet web sites.
- Ability to learn additional applications
- Oral communication skills to clearly convey and obtain information from patients, families, attorneys, payors and staff.
- Knowledge of HMO, PPO, EPO, FFS, Federal/State/County programs and third party payor eligibility/authorization processes to ensure timely reimbursement.
- Skill in reading and understanding a variety of administrative policies, insurance plans, procedures and guidelines.
- Ability to develop and maintain cooperative working relationships with payors, clinical/medical staff, professional/hospital billing staff and other hospital members.
- Problem solving skills to independently recognize and define a problem; identify resources available to assist in solving the problem; create and implement viable solutions and follow through to ensure a problem is resolved to the satisfaction of all parties involved.
- Ability to apply HIPPA guidelines appropriately when working with payors, families, departmental staff and other outside entities. Interpersonal skills to establish and maintain a friendly, welcoming environment; demonstrate an interested, understanding, compassionate and caring manner, to maintain a courteous and calm demeanor and to use a pro-active approach to negotiate a resolution acceptable to all parties.
- Communicates (written and oral) clearly and concisely in order to provide information, explanations and instructions to and to elicit information from others with varying levels of ability to understand, including individuals who are ill or distressed, or who may not speak English

- Accomplishes a variety of concurrent assignments in an effective and efficient manner.
- Organizes and prioritizes assignments to complete work in a timely and efficient manner, particularly when there are changes in workload or assignments, pressures of deadlines, or heavy workload.
- Identifies problems with individual admissions, searches for and complies relevant information, formulates logical objective solutions, and responds accordingly.
- Maintains knowledge of UC Davis Health System Financial Class and payer codes to identify appropriate coverage.
- Maintains knowledge of Medicare, Medi-Cal, County, and private insurance eligibility requirements to appropriately refer patients for coverage and to identify and take necessary steps to secure the account.
- Reads and comprehends documents written in Standard English text including memos, forms, and administrative policy manuals.
- Records information on a variety of forms required for admission with sufficient spelling, grammar and composition skills.
- Types quickly and accurately and inputs information into on-line computer system.
- Maintains knowledge of Hospital organization structure to appropriately direct callers or route information

Department Overview
