Job Description The Title III Director is a grant-funded University-Wide position through September 2029 responsible for the overall project management of the Title III Project DRACO (Dragon Reaching Academic and Career Opportunities). The primary goals of this project are to increase student retention and degree completion through new equity-based retention strategies and strengthening active learning across the curriculum. This role will be highly collaborative across multiple departments of the Colleges and will focus on improving student experience and student success. The Director will lead the Title III Project in accordance with the rules and procedures of the U.S. Department of Education and MSUM and as outlined in the approved Title III project proposal and any subsequent revisions approved by the U.S. Department of Education Program Officer. Responsibility 1: Planning and Implementation - Manage day-to-day needs of the DRACO Project as guided by leading the implementation strategy; Planning and implementation of all strategies identified within the Title III proposal;
- Work with the Title III Steering Committee, institutional leadership, and project staff to ensure effective and timely completion of the project goal and objectives;
- Develop and approve budgetary expenditures; leading the budget management process of the Title III funds to ensure that the funding is used correctly and aligned with the goals of the Title III proposal.
- Lead the strategic approach for increasing the retention of BIPOC students.
Responsibility 2: Communication - Communicate ongoing progress of the DRACO Project to internal and external constituents; Developing and delivering communication/reporting related to the Title III project (implementation, progress, goal completion, etc.);
- Cross-campus collaboration with divisions and departments within the University to establish partnerships that lead to the success of the Title III project;
- Oversee marketing to constituencies, regional employers, and national industry sectors;
- Deploy skills in strategic planning, project management, public engagement, supervision, and data-informed decision making to ensure achievement of federally funded goals and objectives;
Responsibility 3: Budget Oversight - Ensure expenditures and activities adhere to MSUM policies and procedures; Oversee project recordkeeping to ensure the availability of accurate and accessible data on expenditures, activities, compliance, and personnel;
- Prepare fiscal, technical, and progress reports for all project constituencies;
- Assist in the institutionalization of project and help ensure long-term continuation;
- The Director as authority to conduct routine fiscal transactions up to $5,000 and budget allocations from the federal award exceeding two million dollars;
Responsibility 4: Grant Accountability - Assess ongoing performance of the project and take corrective action, when necessary;
- Maintenance of records of grant activity ensuring we are in compliance with Department of Education guidelines;
- Conduct ongoing evaluation for compliance which may involve training, facilitating, and identifying resources to ensure compliance; and
- All other duties assign that relate to the successful implementation of Project DRACO.
Minimum Qualifications - Masterâ™s degree in business administration, higher education administration, project management, public policy, or other related fields.
- 3 years of administrative and/or supervisory experience in higher education with demonstrated experience of grant development and administration; managing federal awards, programs, and reporting or other related fields.
- Knowledge of higher education operations, policies, relationships, and strategies for improving student retention.
- Demonstrated competency in managing or implementing grant related programs.
- Stakeholder Management and data analysis skills.
- Excellent written, oral, and presentation skills.
Preferred Qualification - Ph.D. in higher education administration, project management, public administration/policy, or other related fields
- Certified Associate Project Manager (CAPM) or Project Management Professional (PMP) certification.
- Prior experience with stakeholders to generate insights to increase student success through data analysis and the ability to use data to make predictions about future trends or behaviors through probabilistic models to aid decision making.
- Experience in at least two of the following areas:
- Creating career-readiness, workforce development programs or career-development or job placement programs (two years or demonstrated equivalency),
- Workforce development with demonstrated results engaging business and industry for shared outcomes (two years or demonstrated equivalency),
- Designing curriculum or training or supporting student success in post-secondary setting (two years or demonstrated equivalency)
Other Requirements - Overnight travel to attend conferences or meetings may be required.
