The Chief Operating Officer, COO, is under the direction of the CEO. The COO
is primarily responsible for the direction, supervision and coordination of the
operational activities of Palmetto Health Council, Inc DBA YourTown Health at
all its locations. The COO provides oversight of the health care delivery at the
various primary care sites including clinical support, pharmacy, laboratory, and
business functions. The COO oversees Clinical Administrators, Human
Resources, the Pharmacy Director, IT, Facilities and Materials Management to
accomplish smooth operations of day to day activites. The COO advises the CEO
of problems relating to day to day operations. The COO recommends changes in
administrative policies to carry out the objectives and goals more effectively.
Provides leadership in PHC’s strategic plan and attends monthly Board and
committee meetings. Participates in the preparation of grants, budgets, UDS,
SAC, and other specialized reports. Oversight of training opportunities for
residents and students in conjunction with MCG, Emory, etc. The COO reviews
and recommends contracts for the CEO’s signature. Represents Palmetto Health
Council, Inc. to various vendors and health care entities as required.

  • Requires a Master’s degree in Business, Accounting, Human Resources, or
    Health Care Administration.
  • A minimum of 5 years demonstrated management and/or supervisory skills are required with an emphasis in finance, practice management, or human resource management.
  • Management and support of healthcare information systems and
    information technology preferred.
  • Knowledge and understanding of physician office practices; managed care, patient registration, reimbursement, and personnel management.
  • Knowledge and understanding of laws and regulation on the Federal, State, and local level governing grants, health care, personnel, insurance and audits.
  • Absolute integrity and sufficient maturity to handle the confidential aspects
    of the work.
  • Ability to deal with elected and appointed officials and recognize the needs
    and concerns of community in relation to the health care system.
  • Ability to recognize the needs and concerns of people and maintain
    constructive working relationships.
  • Adept at problem-solving with a solid grasp of financial reporting to
    manage day-to-day operations.
  • Ability to handle outside requests and inquiries calmly, adequately and in a
    manner that will preserve good public relations.
  • Experience may be considered in lieu of education.
