Job Description

This position provides leadership in the planning and delivery of all facets of HR Insurance and Retirement business processes and coding for employees of all instructions of the Minnesota State System.  Completes auditing of the work of HR Service Center Processors related to HR benefits and oversee the development and delivery of training and resources related to all HR benefits related business process activities.  Ensure HR service center compliance with benefit related human resource rules, regulations, laws and collective bargaining agreement language and service as a resource to management for labor relations information, as defined in M.S. 13.37, used in collective bargaining.  May also be asked to serve on a bargaining team.  Develop assessment tools to identify knowledge gaps and inform training needs to support continuous improvement of work processes.  Ensure consistency in benefit related communications and ensure alignment with best practices and to build and retain successful partnerships between service center teams and client institutions.

Minimum Qualifications

• Bachelorâ™s degree in a human resources or related field and 1 year para-professional experience performing HR work in HRIS, benefits transactions, benefits customer service or similar discipline; OR 2 years of professional human resources experience; or equivalent combination of education and work experience.
• Experience working with benefit plans including health insurance plans, the Affordable Care Act, and defined contribution plans
• Demonstrated skill at communicating in writing sufficient to create clear and concise policies and procedures, reports, and correspondence for diverse customer groups
• Demonstrated ability to effectively analyze problems and recommend solutions using precedents collective bargaining agreements, and personnel laws and rules
• Proficiency with Microsoft Office products including Word and Excel

Preferred Qualification 

• Bachelorâ™s degree in human resources or related field.
• Reporting skills sufficient to create and interpret HR data reports.
• Solid command of general human resources policies and practices of personnel management in a public sector environment.
• Human Resources experience working in the Minnesota State system (formerly MnSCU).
• Knowledge of process improvement methodology
