Position Information:
Provides professional and high level financial / budget analysis, fiscal management, and administrative and technical support for extramural funds and various other funding sources for constituents within the Department of Statistics. Uses skills as a seasoned, experienced research administrator to independently develop and / or oversee research proposals, awards and / or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional research sponsor policies. Independently works on proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations. Independently works on complex agency-specific proposals and awards that may involve multi-year budgets, multiple investigators, and / or multiple sub-awards and establishes and enforces schedules for proposal preparation. Proactively communicates with all internal and external collaborators in a timely and professional manner. Takes initiative to perform complex budget / resource analysis including forecasting, retrieving data from campus financial systems, organizing and validating data, and the preparation of comprehensive reports to assist faculty in planning for the effective and appropriate use of all their funds. Reviews and reconciles monthly general ledgers and payroll expenditure reports. Fully analyzes transactional problems, gathers data and information, and recommends solutions and / or promptly processes corrections through campus financial systems with proper approvals. Provides ad hoc financial reports and analyses to Principal Investigators (PIs), Financial Services Supervisor, Financial Operations Manager (FOM), Financial & Administrative Officer (FAO), and Department Chair as needed. Serves as a back-up procurement cardholder and transactor. Assists with the fiscal duties related to Sales & Service funds received through the Statistical Consulting Collaboratory and other revenue-generating fund sources. Ensures compliance with agency-specific terms and conditions, federal OMB circulars, internal audit requirements, and University policies for all financial activities.

The full salary range for the Contract & Grant Analyst 2 is $33.11- $48.39 per hour. However, the expected pay scale for this position is $33.11 - $35.16 per hour. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs.

Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff.

As a University employee, you will be required to comply with all applicable University policies and/or collective bargaining agreements, as may be amended from time to time. Federal, state, or local government directives may impose additional requirements.

  • Independently and proactively reconciles, researches and resolves discrepancies in financial data for contract and grants, departmental funds, gifts, endowments and other funding sources. Applies professional financial and accounting concepts to perform analyses of financial services such as researching discrepancies and implications. Takes initiative to independently review and reconcile monthly ledgers, payroll, and fiscal reports for supported department. Independently prepares statements and financial reports as needed for PIs, Department Chair and Financial Team. Frequently monitors fund balances and takes immediate action on any discrepancies / errors to minimize fund overdrafts and cost transfers. Follows through to ensure transactional corrections are made before month-end closing.

  • Under general supervision, organizes, plans, establishes and monitors fiscal budgetary control of contracts and grants, gifts, endowments, and privately funded projects for faculty research programs. Coordinates and implements budget allocations, conceives of and maintains chart of accounts or other data management tools, and related business processes.

  • Independently prepares and coordinates all aspects of pre-award proposal submissions and provides post-award financial administration and management for research funds in accordance with organization policy and agency requirements. Establishes and maintains mandated recordkeeping. Responsible for the completion of all applicable cost share reports and annual payroll certifications for extramural funds.

  • Applies professional concepts to provide projections, analyze spending and recommend adjustments. Respond to management requests for additional data by independently determining and locating sources for collecting the information, analyzing and reviewing it, and providing the information to management in a clearly understandable manner.

  • Responsible for fiscal closing of related contracts, grants, and other faculty and departmental funds. Takes initiative to forecast expenses to ensure funds are expended appropriately without incurring overdrafts based on the analysis of PI's funding sources, expiration dates, and personnel commitments. Assures adherence to UC fiscal closing guidelines as well as agency-specific guidelines.
