Position Type: Permanent Full Time Number of Positions: One (1) Department: Engineering and Development Services File Number: SV25-16 Location: City Hall (169 Front Street, Belleville, ON) Hours: 35 hours per week Employee Group: Non-Union Salary: Grade 7 ($103,557.12 - $123,282.71) Closing Date: February 17, 2025 at 4:30 PM PURPOSE AND SCOPE: Reporting to the Director of Engineering & Development Services, the Manager of Strategic Growth and Sustainability will oversee and coordinate long-term planning projects for the City. This role will lead an interdisciplinary team of planners and other professionals with a focus on the development, monitoring and implementation of the City's Official Plan and related land use plans and studies including, secondary plans, growth forecasts, housing action plans, and the City’s Community Improvement Plan. Additionally, this position will lead and monitor the City’s Infrastructure Phasing Strategy and Development Charges Background Study to ensure alignment with the City’s Asset Management Plan. The Manager of Strategic Growth and Sustainability will manage and set priorities for the section to promote strategic growth, achieve optimal cost recovery through Development Charges and meet residential and non-residential development targets while supporting overall community sustainability. In performing these duties, the Manager will also implement and promote the City's Strategic Plan and foster a culture of innovation, engagement, collaboration and respect. KEY ACCOUNTABILITIES/RESPONSIBILITIES: - Preparing and coordinating the preparation of long-range plans, policies, and special studies to guide the future growth of the municipality in alignment with the Town’s Strategic Plan and goals related to the growth and housing, infrastructure, environment, land use mix and overall community sustainability.
- Providing ongoing review, coordination and oversight of the City’s Official Plan and amendments thereto, as well as reviewing, processing and preparing of recommendations for applications to amend the Official Plan and developing secondary plans.
- Leading the Development Charges Background Study and Infrastructure Phasing Strategy including monitoring and preparing updates to ensure alignment with growth-related City initiatives, and with the City’s Asset Management Plan.
- Leading staff in the coordination and implementation of the City’s Community Improvement, including monitoring and preparing updates to ensure evolving community priorities are met, and continued optimization of the plan programs to meet the City’s community improvement goals.
- Leading staff in the development and implementation of a Corporate Sustainability Plan, including monitoring and preparing updates to ensure the City’s sustainability goals are met.
- Ensuring that all mapping and planning policy documents are maintained in an up-to-date and current condition, and that information pertaining to the City which is germane to the development and maintenance of an effective planning program is kept current.
- Commenting on policy aspects of other planning and development applications submitted to the City as well as planning and development related projects initiated by the City.
- Presenting studies, policies and applications at public meetings as well as coordinating, chairing and presenting at public information sessions.
- Conferring/liaising with municipal, provincial, and federal authorities, civic leaders, lawyers, land developers, the public and special interest groups to develop and implement planning policies that will support and align with municipal, provincial and federal policies and legislation.
- Staying informed of current trends in the planning legislation, practice and techniques, evaluating their impact on the City and recommending any needed policy and procedural improvements, particularly with respect to housing and growth management.
- Providing professional advice and strategic input to senior management, Committees and Council, including sectional budget preparation and monitoring.
- Providing project management oversight of a range of planning projects in a multi-disciplinary context, including complex and politically sensitive community planning projects.
- Overseeing the development of Terms of Reference for specific projects/studies, assign project tasks accordingly, and ensure projects are being delivered on time, on budget and in accordance with Terms of Reference.
- Preparing or overseeing the preparation of briefing notes and staff reports describing the initiative and relevance to the City from a land use planning perspective, including responses to initiatives for Council approval and/or information.
- Attend, respond to questions, and make presentations at Council and Committee meetings as required.
- Preparing and providing expert planning opinion at tribunals including the Ontario Land Tribunal.
- Leading sectional priorities, including the supervision, development and management of staff to ensure efficient delivery of services; and
- Providing training, coaching and mentoring
Note: the above duties and responsibilities are not to be construed as all-inclusive. EDUCATION/TRAINING/SPECIALIZED SKILLS: Minimum Qualifications: - Undergraduate Degree in Planning, Geography or a related discipline.
- Full membership in Canadian Institute of Planners and Ontario Professional Planners Institute with a Registered Professional Planner designations (MCIP, RPP).
- Thorough understanding of the Planning Act, and other relevant legislation.
- Expert knowledge of Official Plans, Provincial Policy Statements, and Provincial Plans.
Preferred Qualifications: - Proven ability to synthesize, evaluate and interpret highly complex and politically sensitive planning issues, towards developing clear and concise planning recommendations.
- Demonstrated leadership and project management experience.
- Strong organizational, analytical, policy and data analysis skills.
- Ability to effectively, train, direct, mentor and supervise staff.
- Strong communication and interpersonal skills with the ability to respond to public concerns in a professional manner and maintain effective working relationships within the Corporation and the broader community.
- Negotiation/conflict resolution skills in response to a wide variety of policy matters within a dynamic, fast-paced, multi-stakeholder environment.
- Demonstrated proficiency with a variety of software applications.
- Ability to work independently and as a member of a team.
- Ability to facilitate discussion and exercise judgment in a rational and informed manner appropriate to the situation with awareness of consequences.
WORK EXPERIENCE: Minimum Qualifications: - Seven (7) years of progressive experience in planning, preferably in a municipal environment.
Preferred Qualifications: - Five (5) years of experience at the management level.
- Supervisory experience in a unionized environment.
- Experience developing and implementing planning policy.
- Experience at the Ontario Land Tribunal, or equivalent.
