General Function and Scope of Responsibility

This member of the senior management team manages the engineering and planning of the natural gas operations and electric generation & transmission operations of MPUA. This position serves as the senior responsible person for the management, and administration of engineering, system planning, technical services, electric training, natural gas operations, and electric generation & transmission operations, and routinely interfaces with members, utilities, vendors/suppliers, consultants, and attorneys. Coordinates activities with other members of the senior management team.

Key Responsibilities:

  • Manage power supply and transmission functions, including generation, major base load projects, and power purchase contracts
  • Develop and administer budgets for engineering, power projects, transmission, and energy operations
  • Optimize MPUA power-generating fleet operations and costs
  • Participate in natural gas hedging strategy development and review
  • Collaborate on contract language for power supply, energy management, and natural gas supply
  • Review project and pool market operations, including risk assessment and outage schedules
  • Provide technical support to members on power supply planning, transmission, RFP, energy management, and contract negotiation
  • Mentor and train staff in engineering, planning, operations, transmission, and technical services
  • Conduct special projects and analyses as needed

Qualifications:

  • Bachelor’s degree in engineering.
  • MBA or advanced degree preferred.
  • Professional Engineering Registration in the state of Missouri, or ability to obtain within 6 months.
  • Understanding of engineering functions of public utilities obtained through a minimum of 15 years of progressive experience in related positions.
  • 3 to 5 years management experience with budgeting, and cost and revenue responsibility.
  • Valid state driver’s license.
  • Advanced computer skills including the ability to develop new applications in spreadsheets and database software as well as the ability to use other position-specific software (load flow, production costing, SCADA, SPS, accounting, as applicable) to develop specific applications.
  • Strong verbal and written communication skills, capable of clearly expressing complex or detailed technical concepts to a variety of audiences in reports, letters, and memorandums.
  • Advanced analytical and mathematical skills.
  • Ability to travel overnight and work outside of the MPUA office for at least 20% of the year.
  • Ability to work independently, set priorities, and manage multiple tasks/projects simultaneously.
  • Ability to represent MPUA before city councils, and state, regional, and national organizations.
