WellSpan York Hospital, the largest of WellSpan's nine hospitals, is a 596-bed acute care Level 1 Trauma Center and community teaching hospital that employs nearly 5,000 people. The Vice President & Chief Operating Officer, WellSpan York Hospital directs the daily operations and activities of WellSpan York Hospital as assigned. Assists the President, WellSpan York Hospital in integrating the System's strategic plan into operations as guided by the mission, vision and values of the organization. Provides leadership, management and vision necessary to ensure that the proper operational controls, administrative and reporting procedures, people and systems are in place to ensure, quality, patient safety, operating efficiency and effective growth. Participates with leaders from the governing body, medical staff, and department of nursing as well as areas in the System's decision-making structures and processes, and corporate leaders supporting the operations of WellSpan York Hospital. Essential Functions: - Ensures the efficient, patient-centered, quality performance of the hospital's operations to support and provide quality health care services.
- Ensures the provision of affordable health care services by the acquisition, utilization, and organization of available resources and the development of improved techniques and practices through the use of Lean management tools and other performance improvement measures.
- Provides management oversight for the staff and works with service line, System and functional leadership to implement clinical standards and to identify opportunities to enhance operational services.
- Recommends and participates in development and implementation of operational plans, regional strategies, and the health system's strategic plan.
- Recommends, coordinates, and elevates performance improvement activities in the areas of quality and patient safety.
- Ensures compliance with all regulatory agencies governing health care delivery and the rules of accrediting bodies by continually monitoring operations and its programs and physical properties, and initiating changes where required.
- Plans, directs and monitors budgeting and utilization of resources to maintain productivity standards, financial parameters, labor and non-labor costs, operational efficiency in targeted areas and internal controls to ensure accountability. Oversees, monitors and improves the financial strength of the organization from the capital and operating budgets through the routine financial reporting systems.
- Participates with leaders from the governing body, management, physician staff, and clinical areas in decision-making structures and processes.
- Works collaboratively and effectively as a member of the WellSpan York Hospital leadership team, represents the organization in and outside the System and stands in the place of the President, WellSpan York Hospital when that person is unavailable.
Common Expectations: - Provides leadership direction and administration of both clinical and non-clinical departments.
- Provides oversight with hospital's contracted services and agreements.
- Provides oversight to various ongoing construction, renovation, space and facilities projects.
- Manages employees through subordinates, usually other directors. Establishes performance goals, allocates resources and assesses policies for direct subordinates. Provides orientation, training, and continuing education of employees in area(s) of responsibility.
- Represents the System on internal committees and external professional/civic service organizations. Meets with members of the community to promote good community relations.
- Initiates and/or maintains organization wide policies and procedures to facilitate the kind and type of organization needed to accomplish the System's aims, objectives and programs, and which guide and support the provision of System services.
- Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends in field of expertise.
- Provides outstanding service to all customers; fosters teamwork; and practices fiscal responsibility through improvement and innovation.
Qualifications - Masters Degree
- 5 years Health care administration, public administration, or business administration experience.
- Management experience in hospital/health care environment.
- Excellent human relations and oral/written communications skills.
- Proven track record of performance results.
- Ability to develop and apply relevant management, Lean performance improvement methodologies, and health care delivery concepts and strategies.
