PRIMARY FUNCTION: Functions as a strategic member of the executive team of the Community Clinic of Maui, Inc. dba M?lama I Ke Ola Health Center. Works to grow organizational capacity in order to meet current healthcare trends, the needs of the community of Maui, & regulatory requirements of the state & federal government. Provides complete, comprehensive, & trauma-informed outpatient medical care to an assigned panel of patients. POSITION SUPERVISES: Medical Department Heads & Providers, Dental Director, Clinical Operations & Quality Director, & Administrative Services Coordinator. REPORTS TO: Chief Executive Officer (CEO) ESSENTIAL DUTIES & FUNCTIONS A. PARTNERS WITH EXECUTIVE TEAM TO ALIGN ORGANIZATIONAL STRATEGY, SYSTEMS, & CULTURE • Will require a level of high proficiency or expertise in 1. FQHC Regulatory & Accreditation Requirements 2. Change Management • Partners with the CEO & executive team to develop strategies & supportive systems to meet the needs of the community of Maui & empower the staff to do so. B. SUPERVISORY RESPONSIBILITY • Will have final responsibility for oversight of licensed independent providers (LIPs) in the medical– Adult Medicine, OBGYN, Pediatrics, & Psychiatry - & dental departments at all clinic sites. These include physicians, nurse practitioners, certified nurse midwives, dentists, & dental hygienists. • Oversight will include: 1. Provider appointment & reappointment activities including overseeing credentialing & privileging processes of providers for approval by the Board of Directors. 2. Ensuring & educating LIPs on organizational policies & procedures, as well as rules & regulations unique to FQHC context. 3. Ensure access to education about key organizational initiatives, as well as m&atory regulatory & accreditation requirements of the organization. 4. Oversight of clinical committee functions. 5. Ensuring all LIPs demonstrate commitment to professional & respectful conduct to their colleagues, co-workers, & patients in a trauma-informed manner. • Serves an example of the following leadership & primary care best practices for: 1. Workplace Safety Laws • Continually develops the recruitment & onboarding policy, procedures, & strategy in conjunction with HR, to align with organizational strategic priorities. • Will work with the HR department on recruitment & selection of medical & dental providers with a focus on organizational fit & high-quality care. • Will ensure job descriptions for medical providers are current & aligned to the strategic direction of the organization & the needs of the community. • Will ensure onboarding of new medical & dental providers. D. QUALITY ASSURANCE & QUALITY IMPROVEMENT • Will require a level of high proficiency or expertise in 1. Process Improvement Methodology 2. Quality Assurance Methodology 3. Quality Metrics & Implementation for HRSA UDS, NCQA PCMH, & HEDIS • Will require at least an advanced beginner level in 1. Data analytics • Will be responsible for developing, updating & running the organizational quality & risk program & policies. • Will directly oversee & provide guidance & training for the Clinical Operations & Quality Director role in the areas of quality improvement, quality assurance, & risk management. • Will submit an updated annual quality & risk management plan based on HRSA UDS & NCQA PCMH for approval by the Board of Directors. • Oversee clinical requirements & peer review activities to meet FTCA requirements. • Oversee preparation & represent organizational performance in this area during the HRSA Operational Site Visit (OSV). E. RISK MANAGEMENT • Will require a level of high proficiency or expertise in 1. Risk Analysis & Risk Management Methodology • Will serve as the Claims Management liaison for the CEO to ensure timely communication related to patient claims against providers &/or the organization with necessary parties including health center legal counsel & the HHS OGC. Will ensure updated litigation holds related to patient claims. • Will lead relevant staff in the risk analysis of various categories of adverse events in clinical care as well as clinical operations, as well as creating risk mitigation responses. • Oversee preparation & represent organizational performance in this area during the HRSA Operational Site Visit (OSV). F. POPULATION HEALTH & VALUE BASED CARE • Will require a level of high proficiency or expertise in 1. Population Health methodology 2. Value Based Care 3. Risk Stratification • Will require an advanced beginner level in 1. Payment Transformation 2. Health Information Technology 3. HIPAA 4. Relevant state & national health policy as applies to FQHCs • Will demonstrate an understanding of information systems & HIT to support the organization’s growing strategic priority of population management. • Leads clinical staff development & transformation to support the enhancement of population health for community of Maui. • Leads clinical staff development & transformation to support the shift to value based models of care. • Create & lead development of coordinated care delivery models. G. TEAM-BASED & PATIENT-CENTERED OUTPATIENT CARE • Will require a level of high proficiency or expertise in 1. Team Based Care 2. Patient Centered Medical Home (NCQA standards) • Champion & transform staff workflows & culture towards team-based care. H. CLINICAL OPERATIONS • Will require a level of high proficiency in 1. Clinical Productivity, Staffing Optimization, & Departmental Budgets • Will directly oversee & provide guidance & training for the Clinical Operations & Quality Director role for optimization of clinical operations. H. WORKFORCE DEVELOPMENT • Will champion, develop, or oversee development in the organization of incumbent staff including: 1. Clinical Staff Development Program 2. Leadership development program for managers & directors • Champion, strategically develop, or oversee development of training partnerships for trainees in key areas of the organization e.g., medical, nursing, dental, behavioral health, & other key roles. I. CLINICAL ROLE • Provides complete, comprehensive, & trauma-informed outpatient medical care to patients. • Maintains timely completion of patient encounters with exemplary clinical workflows. • Serves as an example of knowledge, skills, & abilities in the leadership areas described above.
