Public Utilities Regulatory Analyst V -Public Advocates Office/ Communications and Broadband Policy

• Two (2) proceedings dealing with the Carrier of Last Resort (COLR) regulations of the CPUC.
• The communications service quality (SQ) proceeding that seeks changes to General Order (GO) 133-D of the CPUC, which is comprised of regulations relating to SQ issues.
• The Emergency Disaster Response (EDR) proceeding, and the two (2) CPUC Decisions that relate to backup power requirements for wireline carriers and wireless providers.
• The Federal Funding Account (FFA) proceeding and program, both elements of the California Advanced Service Fund (CASF) Rulemaking.
• The utility pole attachment Rulemaking, and its implementation.

• Independently develop and apply standard as well as innovative solutions, approaches and methodologies.
• Collecting, synthesizing, modeling, and analyzing data (quantitative and qualitative).
• Make appropriate recommendations on the most controversial, complex, and broad range of public utility regulatory issues and challenges.
• Using spreadsheets and other quantitative tools.
• Independently conducting analysis on communications policy issues, including but not limited to service quality of voice, broadband, wireless, and VoIP (Voice over Internet Protocol) services; broadband service deployment and affordability in California; public purpose programs for communications services; emergency disaster protections related to communications services for customers; and review of communications providers' compliance filings.
• Developing evidence-based recommendations.
• Present ideas, research, analysis, findings, and recommendations orally and in writing, and applying visual representation techniques, when necessary, to the highest-level officials inside and outside the CPUC, including the utilities, intervenor organizations, and other agencies.
• Write high-quality protests, testimony, and comments related to proceedings (e.g., complaints, applications, investigations, rulemakings, workshops, and committee meetings), advice letters and other utility filings.
• Lead operational responsibility of various proceedings that may require the coordination of additional technical professional staff often in a cross-matrix environment.
• Attend and represent the Public Advocates Office at intra-agency and inter-agency conferences, workshops, and public meetings concerning issues of utility rates and service, proposed new and federal regulations, public-purpose programs, and other related issues.
• Testify in evidential hearings.
