Reports directly to the Township Manager This is a FULL-TIME (40 hr) EXEMPT position with benefits. Description- Oversee all aspects of the Township codes and regulations to include but not limited to property maintenance, stormwater, zoning, SALDO, building, MS4. Duties and Tasks Code Enforcement – - In conjunction with the BCO, inspect sites, stormwater installation and final projects
- Maintain daily inspection logs and supplemental material such as pictures
- Review and interpret plans, blueprints, site layouts, specifications, and construction methods to ensure compliance to legal requirements and safety regulations
- Enforcement of all applicable Township Ordinances and Resolutions to include inspecting, logging & documenting
- Gather information not previously provided by the owner or developer
- Assist in processing monthly reports to be submitted to BOS, county, and state
- Administration of the Property Maintenance Code
- Assist in processing permits and determine applicable fees
- Enter information into CS Datum
- Discuss building/zoning codes and requirements with contractors & residents
- Verify compliance with codes & Issue Use & Occupancy Permit
- Verify well reports for compliance with ordinance
- Determine stormwater requirements for impervious areas
- Stormwater inspections of small projects
- Notify residents of permit requirements
- Public Sidewalk & ADA ramp inspections
- Maintain property files
- Road Opening Permits, processing, issuing, and inspecting
- Issue violation notices, tickets, confer with owners, violators, and authorities to explain regulations
- File non-traffic citations for noncompliance at Magistrate’s Office
- Prepare and present testimony for court cases; attend court hearings as necessary
- Run tags for noncompliant vehicles – JNET
- Issue parking tickets as needed
- Inspect and verify resident complaints
- Sign notice violation letters for On-lot Septic Violations
- File charges for On-lot Septic Violations
- Represent Township at Preconstruction meetings as needed
- Represent Township during final walkthrough of subdivision as needed
- Respond to General email account
- Be in contact with HOA’s regarding permits, violations, issue, etc.
- Post violation notices on homes as deemed necessary
- Assist in Planning as needed
MS4 – - Program administrator and Evaluator
- Yearly MS4 Status Report
- Work closely with C.S. Davidson MS4 Expert
- Attend DEP and EPA audits
- Keep up to date all BMP’s (Best Management Practices) and Outfalls
- Keep up to date the Office MS4 Binder
- Train employees and residents on all aspects of an MS4 program.
- Continue to develop, implement, and enforce a Stormwater Management Program (SWMP) designed to reduce the discharge of pollutants, protect water quality, and satisfy requirements for Clean Water Act and Pennsylvania Clean Streams Law
- Investigate illicit discharge complaints and enforce requirements as needed
General Other Duties: As assigned. Required Knowledge, Skills and Abilities- - Effectively listens and communicates verbally and non-verbally, including email, with fellow employees, the Board of Supervisors, and the Township Manager; maintains confidentiality as required
- Demonstrates the ability to cooperate with fellow employees, Boards, Township Solicitor, Engineer, and various agencies the township conducts business with.
- Must possess and maintain the knowledge of what constitutes honest and ethical behavior
- Must be able to project, identify and address concerns within the Township
- Ability to understand and carry out written and oral instructions, including performing accurate mathematical functions related to the position
- A working knowledge of Word, Excel, PowerPoint, Adobe Acrobat, and internet
- Ability to establish and maintain effective working relationships with individuals affected by plan reviews, site inspections, and enforcement activities, and to exercise good judgment, courtesy, and tact in serving the public
- Ability to understand and interpret the Planning, Zoning, Storm Water, Flood Plain, Property Maintenance and other ordinances and to use good judgment in the application of same to proposed development
Training and Experience Required- - A minimum of three years’ experience is desirable
- Experience in municipal government is helpful
- High School Diploma or equivalent, some level of college is desirable
