Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position.

Bachelor's degree in Business or related fields or equivalent experience/training.
Experience with procurement processes, RFP/RFQ/RFI creation and management.
Supervisory and/or leadership experience train, motivate, distribute and evaluate staff work.
Advanced understanding of contracts, contract governance, contractual language and contract lifecycle.
Negotiations skills; ability to independently negotiate contracts and pricing with vendors.
Must utilize both oral and written skills to affect action in a diplomatic manner. Must demonstrate strong communication, negotiation and interpersonal skills.
Possess an advanced knowledge of Purchasing, and accepted business practices, together with the ability to apply that knowledge.
Superior reading, writing and language skills.
Demonstrated ability to evaluate conditions of task assignments and make recommendations to improve, revise, and/or clarify current systems, procedures, and policies etc. to promote increased efficiency in assignment and department operations.
Ability to anticipate problems and develop & implement ways of solving them with the least negative impact on departmental purchase requests; follow up with the department to ensure satisfaction.
Ability to write specifications for highly technical, often customized high technology equipment, and contractual service agreements.
Ability to weigh all available information to arrive at a logical conclusion, displaying a readiness to make independent decisions in a short time frame.
Strong organization skills. Ability to handle multiple tasks simultaneously, prioritize work schedule and complete projects on time.
Incumbent must have the ability to work under heavy pressure and produce accurate, detailed work.
Incumbent must have demonstrated knowledge of business subjects, such as Purchasing, Business Law, Economics, and Accounting, and analytical skills and demonstrated ability to apply this knowledge to the assigned tasks.
Expert working knowledge of computerized systems and computer-generated data. Incumbent must have knowledge of and the demonstrated ability to perform the procurement function using an automated purchasing system.
Thorough knowledge of standard procurement procedures and comprehensive knowledge of equipment/technical/medical/supplies, etc.; equipment and services.
Knowledge of the general marketplace, and how it works.
Capability to prepare and maintain fully documented procurement/project files which reflect a thorough knowledge of established policies and procedures to meet University requirements.
Customer relations skills and interpersonal skills sufficient to relate to diverse personalities at all levels while operating in a strong services-oriented environment.
Skill in working with management to exchange ideas, information and opinions as to formulate policies and programs and/or to arrive jointly at decisions, conclusions or solutions.
Ability to respond to project and emergency situations.

Preferred Qualifications

Master's Degree in Business or equivalent.
Experience in an academic or healthcare environment.
Experience with Infor Lawson or similar ERP/contract management system.
Skill to prepare and maintain fully documented procurement/project files which reflect a thorough knowledge of established policies and procedures to meet University requirements.
Full conceptual grasp of the legal and social obligations of the University relative to campus and system wide policy.
Maintain fully documented purchases which reflect thorough knowledge of University requirements.
Understanding of UCOP policies and UC general contracting rules.
Must have knowledge of all federal, state and local government regulations pertaining to a variety of University and UCDH operations.

Department Overview

The Purchasing Department provides centralized procurement services for the acquisition of a wide array of supplies, equipment, and services to support the needs of the health system including UC Davis Medical Center, UC Davis Children's Hospital, Same-Day Surgery Center, Comprehensive Cancer Center, and Ambulatory Division including 17 Primary Care Clinics.

Department Specific Job Scope

Under the general direction of the Procurement Manager, the Procurement Supervisor provides direct supervision to procurement analysts involved in the acquisition of equipment, supplies and services. This includes supervision of staff performance and development, team building and communications, resolution of issues and conflicts, review and approval of work, and hiring and training employees. The supervisor ensures that processes are executed in compliance with relevant policies, standards, guidelines and operating procedures and are processed in a timely and efficient manner. The incumbent works with business stakeholders to understand requirements and execute the relevant sourcing process by applying appropriate methodologies, tools and resources. The incumbent collaborates with legal, risk management, compliance, contracting functions, finance and other stakeholders to support contracting and procurement activities. The incumbent will work with counterparts at other UC Health entities to lead and participate in systemwide contracting activities.

Duties include, but are not limited to, purchasing software, hardware, capital equipment (both medical and non-medical), supplies and services. Work assignments require contract terms and conditions analysis and redlines, development of Request for Quotations/Proposals, competitive bidding and contract award, cost analysis, contract negotiations, knowledge of sources of supply with expertise in more than one commodity or market area, and development of vendor and stakeholder partnerships. Responsibilities often include administration/coordination of short-term projects and/or programs assignments which are often complex in nature. Incumbents pre-qualify suppliers, write bid specifications, hold public bid openings and bidder's conferences, negotiate contract prices, terms and conditions, write and award contract/agreements, perform related analytical and highly technical work, and special program/projects duties as required. Major goals include identification of cost saving opportunities and minimization of risk (potential litigation) for UCDH regarding its procurement and contracting related functions. The incumbent must be highly skilled in performing analysis using various tools. The incumbent works independently and pro-actively with decision-making responsibility under the general direction of the procurement manager. Performance is measured in terms of meeting specific goals and objectives. This position requires effective communication, negotiation, time management and interpersonal skills.

Work Environment

UC Davis is a smoke and tobacco free campus effective January 1, 2014.
