Department Overview The Purchasing Department provides centralized procurement services for the acquisition of a wide array of supplies, equipment, and services to support the needs of the health system including UC Davis Medical Center, UC Davis Children's Hospital, Same-Day Surgery Center, Comprehensive Cancer Center, and Ambulatory Division including 17 Primary Care Clinics. Department Specific Job Scope Under the general direction of the Procurement Manager, the Procurement Supervisor provides direct supervision to procurement analysts involved in the acquisition of equipment, supplies and services. This includes supervision of staff performance and development, team building and communications, resolution of issues and conflicts, review and approval of work, and hiring and training employees. The supervisor ensures that processes are executed in compliance with relevant policies, standards, guidelines and operating procedures and are processed in a timely and efficient manner. The incumbent works with business stakeholders to understand requirements and execute the relevant sourcing process by applying appropriate methodologies, tools and resources. The incumbent collaborates with legal, risk management, compliance, contracting functions, finance and other stakeholders to support contracting and procurement activities. The incumbent will work with counterparts at other UC Health entities to lead and participate in systemwide contracting activities. Duties include, but are not limited to, purchasing software, hardware, capital equipment (both medical and non-medical), supplies and services. Work assignments require contract terms and conditions analysis and redlines, development of Request for Quotations/Proposals, competitive bidding and contract award, cost analysis, contract negotiations, knowledge of sources of supply with expertise in more than one commodity or market area, and development of vendor and stakeholder partnerships. Responsibilities often include administration/coordination of short-term projects and/or programs assignments which are often complex in nature. Incumbents pre-qualify suppliers, write bid specifications, hold public bid openings and bidder's conferences, negotiate contract prices, terms and conditions, write and award contract/agreements, perform related analytical and highly technical work, and special program/projects duties as required. Major goals include identification of cost saving opportunities and minimization of risk (potential litigation) for UCDH regarding its procurement and contracting related functions. The incumbent must be highly skilled in performing analysis using various tools. The incumbent works independently and pro-actively with decision-making responsibility under the general direction of the procurement manager. Performance is measured in terms of meeting specific goals and objectives. This position requires effective communication, negotiation, time management and interpersonal skills. POSITION INFORMATION

Work Environment UC Davis is a smoke and tobacco free campus effective January 1, 2014.
