Job Description: The Budget Manager supports the College of Health Sciences and Professions and the CFAO by providing essential budget and accounting related support, including preparing, maintaining and analyzing budgets, assessing accuracy, completeness, and conformance of transactions to reporting and procedural standards. The budget manager works closely with all departments to provide budget guidance and to assist with balancing operational needs against approved budgets. Supervises Accounting Support Specialist and Administrative Specialist Specific Responsibilities include: Provides budgeting support to Dean's Office, school/departments and academic support units, including assisting with developing, maintaining, and analyzing budgets. Provides financial information/reports to the CFAO and other college personnel. Performs complex analysis, forecasting and reporting for areas of responsibility. Researches and responds to inquiries and provides information to aide with problem resolution. Establishes and approves accounting entries, payroll corrections, and billing authorizations using the University's financial management system, to resolve complex accounting and financial discrepancies. Reviews and approves accounting documents for processing including examining monthly expense reports for completeness, accuracy and conformance with policies and procedures. This includes preparing and processing all corrections related to financial mis-postings. Prepares periodic reports that compare budgeted costs to actual costs. Audits department fiscal activity to ensure maximized efficiency and pooling of resources while meeting department and college goals. Provides critical support for externally sponsored projects, including interpreting and analyzing external award documents to ensure expenditures meet sponsor guidelines and align with university policies. Assists in analyzing business operations, costs, revenues, financial commitments and obligations, to project future revenues and expenses. Monitors financial performance of academic support units. Provides training and guidance to departmental staff on financial policies and procedures. Calculates monthly accounts receivable entry and updates monthly revenue/expense reports. Monitors/approves Dean's Office purchasing activity to ensure compliance with University policies and procedures. Performs collection and complex analysis of scenarios using financial data, as input into the long-term planning and evaluation processes. Reviews and approves all graduate appointment contracts, ICD non-teaching contracts, and Dean's Office Concur reports. Serves as backup in CFAO's absence for human resources functions for faculty and staff including recruitment, employment, compensation, payroll and employee relations processes. Minimum Qualifications: Bachelor's degree in Accounting, Business or closely related field. At least 3 years of relevant experience. At least 3 years of management experience. An equivalent combination of education and experience will also be considered.
