Director of Capital Finance

1. Formulates, establishes and implements policies for the financial unit/department. 2. Prepares and monitors budgets, grants and contracts as they relate to the department; oversees the development, preparation, and administration of budgets, grant proposals, grant reports, and other financial data and reports. 3. Provides a range of financial analyses; reviews and approve for processing all expenditures related to the department. 4. Understands and monitors external and internal factors influencing the unit's mission and goals. 5. Establishes and maintains strong internal controls to provide effective, appropriate resource use, accurate financial information, and adherence to university policies and external regulatory requirements. 6. Safeguards university assets, resources, information and reputation. 7. Implements and maintains strong internal controls to provide reasonable assurance of effective and appropriate resource use, accurate financial information, adherence to contractual obligations and agreements, policies, procedures, and external regulatory requirements. 8. Identifies, communicates, addresses, and escalates risks in a timely and appropriate manner; ensures staff understands the relevant regulations and Yale requirements as they pertain to their scope of activity. 9. Provides comprehensive financial information, analysis and reporting to monitor and evaluate the application of the department's financial resources; identify available financial resources, and recommend how to deploy efficiently to best support Unit objectives. 10. May perform other duties as assigned. Required Skill/ability 1: Comprehensive knowledge of mathematical, financial and economic concepts, accounting theories and principles and fund accounting. Ability to evaluate and assess multiple complex financial cost studies, make recommendations and to solve complex problems using investigative/research and analytical tools. Required Skill/ability 2: Demonstrated communications, presentation, strategic planning and negotiating skills. Required Skill/ability 3: Proven ability to provide and explain complex data and information in forums such as meetings with funding agencies and in legal hearings. Required Skill/ability 4: Exceptional organizational, supervisory, managerial, and project management skills. Proven experience in managing multiple complex projects concurrently, organizing workloads, setting priorities, and meeting deadlines. Excellent interpersonal and customer service skills. Ability to work successfully in team settings and foster team structures and concepts. Required Skill/ability 5: Advanced computer skills with demonstrated proficiency in word processing, spreadsheets, and databases. Knowledge of budgeting and planning processes, along with a clear understanding of audit processes. Preferred Education: Financial experience, including but not limited to, capital budgeting processes, operating budget analysis, financial modeling and database administration. Minimum requirement of Bachelor's Degree in related field and six years of related experience or an equivalent combination of education and experience. |
