Bring your program leadership expertise to the Public Service Commission as a Consumer Affairs Manager! The Public Service Commission of Wisconsin (PSC) is currently recruiting for a Consumer Affairs Manager (Program and Policy Chief) to join our team in the Division of Digital Access, Consumer and Environmental Affairs - Office of Consumer Affairs. The PSC is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! The PSC of Wisconsin ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband services. The Office of Consumer Affairs ensures consumer protections by mediating customer complaints, reviewing and analyzing utility customer programs, and providing an avenue for public participation in Commission actions while fostering utility compliance with state statutes, administrative codes, tariffs and Commission policies through utility inquiries. The Office also supports the Commission’s mission through its involvement in rate cases, tariff changes, billing audits, waiver and exemption requests related to service rules, affordability and energy burden work and other related projects, in addition to assisting customers through the Commission’s Internet and Phone Helpline. This position currently offers a hybridized in-office/work from home schedule. This schedule may change based on operational needs and organizational requirements. The position is headquartered at the Hill Farms State Office Building in Madison, WI. This position will be required to come into the office for scheduled in-person work days, training, meetings and/or operational needs. The Consumer Affairs Manager is responsible for planning and developing statewide regulatory procedures and policies affecting the Consumer Affairs regulatory area of the PSC. This position leads the Office of Consumer Affairs and must continually respond to changes in utility policies, procedures, and legal requirements and determine and prioritize programs and projects to be initiated, continued, or suspended. The Consumer Affairs Manager may lead efforts related to subjects of relevance to consumers and utilities in Wisconsin such as affordability, energy burden, special utility programming, or energy/water meter technologies. The position's responsibilities impact customer service and programming at all of the state's major energy, water and telecommunications utilities, impacting approximately 3,000,000 utility customers in the State of Wisconsin.
