Vice President – Maintenance of Way Chief Engineer

Metro-North Railroad is a dynamic organization, operating out of the jewel of New York City, Grand Central Terminal. Metro-North Railroad is one of the busiest commuter railroads in the nation.  It provides safe and reliable service to over 86.5 million customers, traveling in and out of New York and Connecticut, each year.

Metro-North Railroad is hiring a Vice President, Chief Engineer, to lead and direct the strategic management of Metro-North Railroad’ Engineering functions within the Maintenance of Way (M of W) department, and to align engineering initiatives with the organization’s strategic goals, operational needs, regulatory requirements, and budgetary constraints, with a focus on safety, innovation, and system reliability.   The Vice President is responsible for ensuring a state-of-good repair of all fixed infrastructure systems, including Track, Structures, Power, Signals, Positive Train Control (PTC), and communications assets. 

Additional responsibilities for the Vice President – Maintenance of Way Chief Engineer, include, but are not limited to the following:

• Lead department-wide safety strategies through development and enforcement of a structured and measurable department Systems Safety plan; reinforce a safety culture at all leadership levels, and ensure consistent messaging and best practices across 2,500+ employees.
• Develop, track and utilize Key Performance Indicators (KPIs) to monitor departmental productivity, effectiveness, and goal achievement, and use data insights to inform decisions and improve outcomes.
• Monitor and report performance metrics related to safety and compliance, presenting outcomes to internal stakeholders and external agencies, including the MTA Board.
• Oversee materials Management, Procurement, Data, Finance/Budget, Force Accounts, and Corporate Compliance functions for the Maintenance of Way department.
• Represent Metro-North Railroad at industry events, public hearings, and government oversight engagements.
• Collaborate with union leadership and support Labor Relations in negotiations, issue resolution, and implementation of agreements.

Requirements:

• Bachelor’s degree in Civil, Electrical or Mechanical Engineering
• Professional P.E. License
• Minimum of 15 years of full-time progressively responsible senior-level management experience on an electrified commuter rail system encompassing the management of a railroad maintenance organization, engineering, capital programs, labor management and agreements, the budget process, and personnel control.
• Minimum of 10 years of experience in managing and developing a diverse group of employees at various levels.
• Knowledge of FRA and OSHA regulations and AREMA practices as they relate to Track Communications, Signals, Traction Power, Rail Equipment components and operations.
• The ability and the desire to respond to emergencies on a 24/7 basis and be available for routine weekend coverage.
• Strong analytical and problem-solving skills.
• Demonstrated ability to effectively interact with a represented workforce and labor leaders.
• Outstanding communication skills with an emphasis on effective public speaking, and the ability to use of diplomacy and tact, resulting in positive employee relations within a political/unionized environment.
• Valid driver’s license
