These three Divisions oversee a diverse set of public health programs and influence policy, systems, and environmental changes (PSE) related to the challenging and evolving fields of genetic screening; maternal, child, adolescent and infant health including behavioral health across the life course; breastfeeding; nutrition security; and serving children and youth with special healthcare needs. The CFH Assistant Deputy Director supports CDPH’s mission and strategic plan by serving as an integral component in the formulation of policy to achieve the mission of the Department and by supporting statewide strategies and department-wide policies that strengthen and align state and local leadership, programs, and partnerships to influence determinants of health, eliminate health inequities, and improve health outcomes for Californians. The Assistant Deputy Director (ADD) assists in leading the planning, implementation, coordination, evaluation, and management of the Center for Family Health (CFH) programs and policies. The ADD collaborates with the three divisions: Maternal Child and Adolescent Health (MCAH), Gentetic Disease Screening Program (GDSP), and the Women, Infants and Children (WIC) Division with a combined staff of over 500 authorized positions and a budget of $1.9 billion. These three Divisions oversee a diverse set of public health programs and influence policy, systems, and environmental changes (PSE) related to the challenging and evolving fields of genetic screening; maternal, child, adolescent and infant health including behavioral health across the life course; breastfeeding; nutrition security; and serving children and youth with special healthcare needs. The ADD provides day-to-day operational management for the CFH in an effort to improve public health programs to maintain and improve the health of California citizens, policy guidance for new federal or state initiatives development and new policy implementation and oversight, direction to programs by providing administrative and management guidance to the CFH Division Directors and Assistant Division Directors regarding complex public health programs (i.e., budget, expenditures, legislative development and analysis, special project planning and implementation, data collection, regulatory changes, contracts, and personnel) and existing state and federal law. The ADD leads strategic planning, communications, accountability, and quality improvement across the CFH, works in collaboration with other Centers, Offices, and Divisions such as the Program Support Division, Financial Management Division, Office of Health Equity, Office of Policy and Planning, and Information Technology Services Division to ensure appropriate use of resources and adherence to implementation plans and timelines, creates and fosters strategic alliances and partnerships with key stakeholders throughout California to accomplish the strategic vision of the Center. The ADD serves as a backup to the CFH Deputy Director (DD) on all issues and may work directly with the Director's Office, California Health and Human Services Agency, legislative representatives, other state, local, and federal representatives, members of the public, and the media. The ADD will also work in close partnership with and provide periodic coverage for the DD. This position requires a high level of leadership and management skills including collaboration, communication, partnership development, critical thinking, project management, tact and diplomacy, and a commitment to continuous improvement and equity.
