Supervisory Social Worker - PTSD Clinical Team (PCT)

Summary

The Program Manager is responsible for management of all administrative and clinical aspects of the PTSD Clinical Teams (PCT) at the North Florida/South Georgia VAHCS - located primarily on site at Gainesville. The PCT Program Manager must form and maintain a cohesive team of staff from a variety of disciplines and supervisory chains of authority to ensure targeted and evidence-based efforts are employed to ensure the safety of the staff of NF/SGVHS and the Veterans we serve.

Basic Requirements:

• United States Citizenship: Must be US Citizen
• Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
• English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f)
• Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE)
• Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited
• A doctoral degree in social work may NOT be substituted for the master's degree in social work

• Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level

• Grade Determinations: In addition to meeting the basic requirements stated above - the following qualifications criteria must be met in determining the appropriate grade assignment of candidates
• GS-13 Supervisory Social Worker candidates must have the following: Experience/Education: Must have at least one year of experience equivalent to the GS-12 grade level
• Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment
• Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship - or equivalent supervised professional experience
• AND Licensure/Certification: Social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination - unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California - which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure

• Physical Requirements: The work requires patience and emotional regulation

• Day-to-day work involves sitting - walking - standing and carrying light objects

Duties

• The PCT Program Manager will serve as the foremost system-wide authority regarding all aspects of evidence-based practice for Posttraumatic Stress Disorder intervention
• The PCT Program Manager is responsible for 16 FTEE who collaborate to ensure all processes and services are fully functional
• Direct reports include clinical and admin staff
• The Program Manager collaborates effectively with the Executive Leadership Office - VA Police - and program leaders and service chiefs representing all areas of operations in our System on an ongoing basis
• Major duties of the position include but are not limited to: Serves as the subject matter expert in evidence-based practices for PTSD
• Well-informed of national guidelines - clinical practice guidelines - and performance measures related to occupational standards
• Provides consultation and facilitates training for staff providing care to Veterans with PTSD throughout the NFSGVHS (including staff located in 2 medical centers - 3 large outpatient clinics - and 9 community-based outpatient clinics)
• Works with staff throughout the NFSGVHS to identify barriers to Veteran access to effective care for PTSD
• Diagnoses mental disorders - and conducts psychological and/or cognitive function assessments and neuropsychological screenings
• Provides a full range of therapeutic interventions for Veterans presenting with PTSD through a variety of modalities including evidence-based practices and adjunctive interventions including individual and group psychotherapy - family therapy - consultation - rehabilitation - and psycho­education
• May serve as a consultant to other medical center staff and trainees and assist in their formulation of the psychological characteristics and appropriate treatment expectations regarding their patients
• Is responsible for timely completion of all clinical charting and documentation required by the Medical Center or healthcare system - as appropriate The Program Manager is also responsible and accountable for all clinical and administrative activities and functions in this section
• The Program Manager will be responsible for program development - implementation - operations and performance improvement activities to include: Supervises 15 clinical and 1 program support staff in 2 locations
• Makes informed decisions about local productivity and performance priorities
• Establishes performance goals - monitors productivity and provides feedback to staff
• Collaborates with professional discipline leads to complete annual performance evaluations - special contribution awards - and address staff performance concerns and disciplinary actions
• Effectively addresses conflict - when it arises - amongst the multi-disciplinary team to minimize impact on Veteran care and maximize team performance

• When setting pay - a higher step rate of the appropriate grade may be determined after consideration of existing pay - higher or unique qualifications - or special needs of the VA
