Job Description The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas, is seeking a Manager IV-VI to manage the Market Oversight Section of the Gas Services Department of the Oversight and Safety Division. This individual will perform advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the section’s plan, goals, and objectives; developing procedures and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities or business functions; and reviewing and approving budgets within the section. Supervises the work of others. Due to the nature of this position, this individual will also be required to perform routine to complex financial analysis work to include reviews of rate change and other applications filed with the Commission. Work involves analyzing utility reports, testimony, accounting records, contracts, and other pertinent information for compliance with accounting standards, state laws and Commission regulations, and reasonableness of costs. Work under moderate to limited supervision with latitude for use of initiative and independent judgment. Occasional travel may be required.
