Air Quality Program Manager

Summary:  The Air Quality Program Manager oversees the Tribe’s Air Quality Program, administering regulatory authorities, supporting organizational goals, and priorities of the Environment Division. This position manages both ambient and indoor air quality projects, develops program goals and procedures, and monitor progress. The manager supervises staff, resolves technical and administrative issues, helps create tribal air quality rules and guidelines, and ensures timely, responsive service to the public and regulated entities. The role also provides leadership during air quality emergencies.

Essential Duties and Responsibilities include the following:

Lead a technical team in the evaluation of air pollution and impacts to the community of Akwesasne. Serve as the lead point of contact for air quality matters with other agencies, local industry and the community. 

Program Leadership and Administration

• Plan, organize, and direct the operations of the Air Quality Program, including permitting, environmental monitoring and assessment of compliance.
• Develop and implement strategic goals, policies, and procedures to ensure effective program performance and environmental protection.
• Prepare reports, policy recommendations, and presentations for senior management, regulatory agencies, and the public.
• Project management skills: plan creation, develop milestones, track progress, workflow and delegation, task prioritization and meet deadlines. 

Supervision Responsibilities

• Supervise and mentor technical staff; assign work, review performance, and provide training and guidance.
• Foster a collaborative team environment focused on innovation, accountability, and continuous improvement.
• Oversee hiring, evaluations, and professional development opportunities.

Scientific Studies and Data Management

• Direct and review air quality monitoring and modeling studies to assess pollution sources, trends, and health impacts.
• Oversee data collection, quality assurance, and interpretation of environmental data.
• Collaborate with research institutions and agencies on scientific projects related to emissions, climate impacts, and pollution control technologies.

Regulatory Oversight

• Administer Tribal air quality regulations, including permitting and compliance inspections.
• Review and update regulatory frameworks and guidance documents in response to new laws or emerging environmental issues.
• Serve as the primary liaison with the U.S. Environmental Protection Agency (EPA), Tribal air committees, and other regulatory partners.

Grant and Budget Management

• Identify, secure, and manage grants and cooperative agreements to support program initiatives.
• Develop program budgets, track expenditures, ensure fiscal accountability and compliance with funding requirements.
• Prepare technical proposals, progress reports, and performance metrics for grantors and stakeholders.

Communication, Public Outreach and Interagency Coordination

• Represent the agency at public meetings, hearings, and professional conferences.
• Communicate technical and regulatory information clearly to Tribal leadership, industry, and the community.
• Build partnerships with regional, state, and federal organizations to advance clean air objectives.
• Strong professional and interpersonal communication, conflict resolution and de-escalation.

Special tasks: May be asked to serve as a technical lead for special projects representing the Division on emerging environmental threats, new programmatic opportunities and other tasks as assigned.

EDUCATION and/or EXPERIENCE:

• Bachelor’s degree from a four-year accredited college or university; however, preferred fields of study include Environmental Studies, Life Sciences, Engineering or a related field,

OR

• Five (5) years or more of professional experience in air quality, environmental regulations, or a related scientific field. Completed coursework may count towards experience (applicant must provide transcript in order to be considered as experience).
• Experience: Two (2) years in a supervisory position preferred but not required.

OTHER SKILLS and ABILITIES:

Effective verbal and written communication skills with project team members and community.  Must have excellent computer skills with word processing, spreadsheet, database, flowchart and presentation software and conducting internet research.  Strong analytical skills and good attention to detail with the ability to recognize discrepancies. Financial skills to review expenditures, monitor project balances, and develop detailed budgets.

Scientific writing, technical writing, editing, and proofreading skills to develop project reports, correspondence, presentations, and coordinate projects concisely and clearly.

Must have and maintain a valid driver’s license with a clean drivers abstract in accordance with the Saint Regis Mohawk Tribe’s Fleet Policy.
