| The Electricity Planning & Policy Branch within the Public Advocates Office is seeking a Public Utilities Regulatory Analyst V to join its Climate Change Initiative team. Under the general direction of the Program & Project Supervisor, the Public Utilities Regulatory Analyst V conducts complex technical, financial, and policy research and analysis, and develops recommendations. The Public Advocates Office is seeking a senior analyst to evaluate policy proposals, energy and GHG-related programs, utility applications, and proposed legislation. As a senior analyst, the incumbent will take the lead in the review of the most critical and complex issues, perform complicated analyses, and make recommendations based on the results. The incumbent will coordinate the work of team members, brief management, and ensure timely completion of high-quality work product. The incumbent will perform qualitative and quantitative analyses, and evaluations of climate change issues related to energy procurement, including cost-benefit analysis, load forecasts, grid modeling, GHG methodologies, program compliance, and the application of state and federal law. Written work product typically includes comments, briefs, and testimony. The incumbent will represent ratepayer interests in negotiations to resolve issues in dispute during evidentiary hearings and settlement processes, present ideas at workshops, stakeholder meetings, legislative hearings, and in other agency and public forums.
