The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The salary the University reasonably expects to pay for this position is Step 1: $44.87hr.

About the Job

To perform skilled Locksmith journeyman level work and be responsible for installation, modification, testing and preventative maintenance of the lock and access systems and equipment associated UC Merced campus and off site locations, including the campus card reader systems. This position will need to be able to drive to offsite locations as needed, drive to get parts, for emergency repairs, drive to trainings as needed. Low voltage knowledge is required for this position, including ability to install conduit, wire, make connections and terminate communication wiring. This will at times require work in confined spaces. All work needs to be completed to code and UC Merced standards.

Working closely with the Skilled Trades Supervisor, the Locksmith will be responsible for maintaining the inventory of the low voltage tools and parts required to fulfill job duties in the Auxiliary Lock and Access department. The majority include, but are not limited to, electrified hardware for keyless access. Additional devices include Duress alarms, glass breaks, door locks and exit devices. Knowledge of circuitry, and how various security parameters are established and achieved is required. This position will work closely with the Skilled Trades Supervisor, as well as Project Managers and Building Managers, to provide detailed advice, assisting on the placement of card readers and security devices on building modifications and new construction. Assist supervisor on writing and reviewing specifications and drawings. Monitor the project build; assist on direction to make the project successful.

The Locksmith will also need to possess computer skills associated with the access and alarm management software. Requires the ability to read and interpret trades schematics and drawings, ability to prepare estimates, plan and manage own projects within allotted budgets. Current knowledge of Building Codes associated with this trade. Incumbent must possess excellent customer service skills. This class must take the necessary safety precautions when working to follow department guidelines, equipment service and operation manuals, and code regulations. Maintain absolute integrity.

Work is performed sometimes in emergency repair situations. This class must take the necessary safety precautions when working around machines, equipment, and mechanical, electrical and plumbing systems. Judgment is required in troubleshooting and in determining methods of repair. This class is expected to resolve problems occurring in daily assignments and discuss unusual problems with the supervisor. This position will be required to work a non-standard work schedule with the ability to work variable and irregular hours and shifts, weekends and holidays, and participate in an on-call program.

This class is an journeyman level position. The Locksmith class involves full responsibility for the performance of the more advanced Lock and Access tasks. Incumbents in this class perform work independently with considerable latitude for determining work methods used and are subject to periodic spot checks. This class may assist other mechanics in diagnosing and repairing Lock and Access equipment with complex, unusual and/or very difficult problems; assist other skilled trade workers in maintenance and repair of buildings and campus facilities; cross train the mechanical and low voltage locksmiths and perform related work as required.

KEY RESPONSIBILITIES

OPERATIONS:

Demonstrated technical skills and knowledge to effectively operate, maintain, and repair equipment part of the campus lock and access systems; manually and with computer controls. Ensure proper operation of all assigned systems campus and at remote facilities as assigned by the Supervisor.
Performs skilled level locksmith duties such as layout, repair, installation, locks and lock hardware using hand tools and specialized equipment. Manually pins cores, and cuts new and duplicate keys using manual; automated and computerized key cutting equipment.
Installs, maintains and repairs all types of building hardware such as door closers, fasteners and panic hardware
Maintains inventory of replacement master key systems ready for emergency re-key of facilities.
Works with Supervisor to maintain lock and key data in the TMA database, and Keytrak keys

and ring sets, for all keys.
Researches and evaluates different key and access systems. Makes recommendations to Managers and Supervisors about systems.
Safeguards assigned keys and phone by keeping them on your person at all times during working hours and securing them at the end of your shift. Work keys are to remain on campus at end of shift.
Notifies clients of work status by leaving door tag in the area if unoccupied (as required).
Ability to inspect systems and buildings to detect existing or potential problems
Ability to analyze situations and develop effective courses of action.
Ability to coordinate with Project Managers and Fire and Building Safety officials.
Ability to consult the lead/supervisor or project superintendents who administer requirements and standards for modification of projects.
Ability to serve as liaison with clients, relaying their needs and requirements to the appropriate department or supervisor.
Ability to work and support shutdowns and project schedules to minimize interference with ongoing operations.

TESTING:

Perform and ensure proper testing under the PM program. Maintain all logs and reports related to the testing as required.
Performs master key audits at various intervals throughout the year.

MAINTENANCE:

Performs maintenance on departmental safes per business policy.
Performs all maintenance activities as assigned to properly maintain lock and access equipment and associated systems.
Perform all maintenance and repair duties as assigned by the supervisor.
Must be proficient in reading and interpreting manufacturer's manuals associated with maintenance repair actions on all installed campus lock and access systems.
Maintain inventory and upkeep of shop tools, equipment and materials.
Ability to support maintenance projects and programmatic work assignments.

TRAINING:

Required to assist in the instruction and training of related 'On the Job Training' and 'Proficiency Training'.
This training requirement is associated with all lock and access systems as it relates to Operation and Maintenance.
The employee will be required to attend all vendor and professional training classes as assigned by the Supervisor or Director.
Provides training and instruction to skilled and semi-skilled co-workers on locks, hinges, doors and door hardware, etc.

CLERICAL:

Perform related projects, reports, records and other clerical functions as assigned by appropriate supervision.
Must have basic computer skills related to E-mail, CMMS, Word for Windows, and Excel, timekeeping and reporting.
Ability to maintain up-to-date, accurate, comprehensive project records including plans, specifications, submittals, schedules, requests, changes, approvals, and costs.
Ability to complete paperwork in a neat and timely manner.

MISCELLANEOUS:

Maintain current code and regulatory knowledge, updates procedures, skills and operational knowledge of campus lock and access systems as changed, modified or added to the Physical Plant, campus, and remote facilities.
Work as assigned by the supervisor on all associated areas, including housekeeping, and refurbishing the facilities.
Will manage individual safety requirements as required by State OSHA and Federal OSHA codes and regulations.
Responsible for data entry and system monitoring workload and timekeeping utilizing a computerized system.
Communicate effectively both orally and in writing.
Learn and provide training on the operation and maintenance of lock and access systems under normal and emergency conditions.
Read, understand, follow and enforce safety procedures.
Assists other skilled trade workers with building turn-over and emergency repairs.
Respond to emergencies and dispatch additional staff and service contractors accordingly.
Assists other skilled trade workers to perform equipment repairs and PM's, as assigned.
Adheres to all established safety procedures and standards.
Ability to attend safety, technical and general meetings.
As this position maintains access to all areas on campus, it is imperative to maintain absolute integrity.
Performs all work while conforming with EH&S health and safety policies, OSHA and other applicable federal, state and local fire, health, safety, emergency-preparedness, pollution prevention policies, UC Merced policies and procedures and University of California's policies and procedures, including Code of Conduct, II' (Safely and Health Procedures), Hazardous Materials Communications Program, Health and Safety Manual, as well as any other document authorized by the UC Merced management to have hearing on employee safety and conduct.

Qualifications

EDUCATION and REQUIREMENTS

High school diploma and/or equivalent certification/experience/training.
Certificate of completion of a recognized apprenticeship, accredited trade school AND 5 or more years of progressively responsible related experience OR;
9 or more years equivalent experience, training and education comparable to journey-level craft status amount.
Possess and maintain a Locksmith License/Certification (Preferred)
Possess and maintain a Locksmith License with State of California Bureau of Security and Investigative Services (Preferred)
Valid US Driver's License.

CRITICAL KNOWLEDGE AND SKILLS

Ability to train apprentices or trainees if required.
Ability to maintain proficiency in the locksmith trade through self-study and selected training.
Knowledge and skills to review and understand technical data, specifications, blueprints, schematics, diagrams, and craft terminology to insure job performance. Knowledge of all applicable codes including but not limited to NEC, ICBO, NFC, UMC, and Title 24.
Current knowledge of approved safety devices, practices, and job-related equipment through selfstudy and selected training.
Demonstrated experience to work within a team environment with other crafts and to assist fellow crafts persons when required. Ability to show team leadership.
Highly motivated and result orientated. Must maintain flexibility in a continuously changing and fast-paced work environment.
Ability to follow instruction and detect equipment operational problems, by interpreting readings from meters and gauges.
Ability to interpret, learn and apply University and Operations & Maintenance policies and procedures.
Demonstrated experience to work independently and use initiative in solving problems.
Proficient in the use of computers, mobile devices, etc. and learn the use of software programs for work management, retrieve workflow information, job assignments and material and labor data entry. Must be accurate and timely in the use of the Computerized Maintenance Management System (CMMS).
Organizational skills to understand and meet established unit goals and objectives, and meet project deadlines within estimated budget.
Excellent interpersonal, oral and written communication skills to effectively communicate technical/non-technical problems or concerns with supervisors, co-workers and campus personnel as required. Must be able to provide clearly written and understandable reports and instructions.
Excellent customer service skills, which include ability to handle difficult situations such as a complaint from customers and exhibit a positive demeanor at all times.
Ability to perform duties in inclement weather, climb ladders and scaffolds and routinely work in dark, hot, cold or damp working environments in tiring, physically demanding positions for long periods of time.
Ability to safely use tools and test equipment pertinent to the trade, to include wrenches, pliers, screw drivers, wire cutters, wire strippers, wire crimpers, soldering iron, fish tape, conduit benders, taps and dies, threaders, hammer, punches, chisels, files, grinders, drill motors, drill press, battery drills, locksmithing tools and equipment, key cutting machines, duplicators, extractors and jigs., and hand and power tools;
Electrical skill to include the use of basic electrical measuring meters and knowledge of simple AC/DC series and series parallel circuits. Skills to use testing equipment including but not limited to: voltmeters.
Ability to add, subtract, multiply and divide whole numbers, common fractions and decimals.
Ability to learn related job functions in order to perform a variety of related tasks under general supervision.
Ability to communicate clearly and concisely over the telephone and radio.
Computer and Software knowledge required.
Experience in low voltage, multi-level security and access systems.
Knowledge/experience in all phases of the security Locksmith trade.
Experience in construction drawings, blueprints, sketches, diagrams, and specifications.
Basic knowledge of Circuitry, and how various security parameters are established and achieved.
Familiar with physical and electrical hazards involved with lock and access systems troubleshooting.
